Abstract
The background of this research is based on the importance of village development as part of efforts to equitably distribute national development, as well as the need for measurement instruments such as the HDI to assess the success of village development. The Thematic Village Program is one of the Tangerang Regency Government's innovations that aims to accelerate the improvement of the HDI through the development of local potential, environmental management, and community empowerment. This research uses a qualitative descriptive method with data collection techniques through interviews, observation, and documentation. This study aims to analyze the role of the Regional Development Planning Agency (Bappeda) in efforts to improve the Village Development Index (HDI) through the Thematic Village Program in Tangerang Regency using Soekanto's role theory approach. The results show that Bappeda plays a role as an initiator, implementer, mentor, and supervisor in the implementation of the Thematic Village Program. This role is realized through planning, inter-agency coordination, monitoring, and program evaluation. The Thematic Village Program has been proven to have a positive impact on improving the HDI, particularly in social, economic, and environmental aspects. However, there are still obstacles such as less than optimal continuous monitoring, uneven community involvement, and the program's focus that is still predominantly on physical development. Based on these findings, this study recommends that Bappeda improve regular monitoring and evaluation, strengthen community empowerment, and develop programs that are more oriented towards strengthening the local economy and sustainable village development.

| Additional Information: | Latar belakang penelitian ini didasarkan pada pentingnya pembangunan desa sebagai bagian dari upaya pemerataan pembangunan nasional, serta perlunya instrumen pengukuran seperti IDM untuk menilai keberhasilan pembangunan desa. Program Kampung Tematik merupakan salah satu inovasi Pemerintah Kabupaten Tangerang yang bertujuan mempercepat peningkatan IDM melalui pengembangan potensi lokal, penataan lingkungan, dan pemberdayaan masyarakat. Penelitian ini menggunakan metode deskriptif kualitatif dengan teknik pengumpulan data melalui wawancara, observasi, dan dokumentasi. Penelitian ini bertujuan untuk menganalisis peran Badan Perencanaan Pembangunan Daerah (Bappeda) dalam upaya meningkatkan Indeks Desa Membangun (IDM) melalui Program Kampung Tematik di Kabupaten Tangerang dengan menggunakan pendekatan teori peran dari Soekanto. Hasil penelitian menunjukkan bahwa Bappeda berperan sebagai inisiator, pelaksana, pembina, serta pengawas dalam pelaksanaan Program Kampung Tematik. Peran tersebut diwujudkan melalui perencanaan, koordinasi antar lembaga, monitoring, dan evaluasi program. Program Kampung Tematik terbukti memberikan dampak positif terhadap peningkatan IDM, khususnya dalam aspek sosial, ekonomi, dan lingkungan. Namun, masih terdapat kendala seperti kurang optimalnya monitoring berkelanjutan, keterlibatan masyarakat yang belum merata, serta fokus program yang masih dominan pada pembangunan fisik. Berdasarkan temuan tersebut, penelitian ini merekomendasikan agar Bappeda meningkatkan monitoring dan evaluasi secara berkala, memperkuat pemberdayaan masyarakat, serta mengembangkan program yang lebih berorientasi pada penguatan ekonomi lokal dan keberlanjutan pembangunan desa. | ||||||
