Abstract
The social issue of the presence of commercial sex workers (CSWs) in Sumur Pecung Subdistrict, Serang City, reflects the weak implementation of local government policies in addressing prostitution, despite the enforcement of Regional Regulation No. 2 of 2010 on the Eradication of Social Ills. This study explores the dynamics of policy execution by focusing on four key dimensions: communication, resources, implementers' disposition, and bureaucratic structure, using Edward III’s implementation theory as the analytical framework. Field findings were obtained through direct observation, semi-structured interviews with government officers, local residents, and CSWs, along with official document analysis. The results reveal that the policy has not been implemented effectively due to poor inter-agency coordination, limited budgets and personnel, ambiguous commitment among frontline officials, and a rigid bureaucratic system. Moreover, a predominantly repressive approach has failed to address deeper socioeconomic and rehabilitative aspects. Community responses are marked by ambivalence—torn between concern over moral degradation and empathy for the economic struggles faced by CSWs. These findings suggest the necessity of a more humane, multisectoral, and community-based policy approach to ensure the establishment of a socially safe, healthy, and dignified urban environment.

| Additional Information: | Permasalahan sosial berupa keberadaan pekerja seks komersial (PSK) di Kelurahan Sumur Pecung, Kota Serang, mencerminkan lemahnya implementasi kebijakan Pemerintah Daerah dalam menanggulangi praktik prostitusi, meskipun telah diberlakukan Perda No. 2 Tahun 2010 tentang Pemberantasan Penyakit Masyarakat. Studi ini mengangkat dinamika pelaksanaan kebijakan tersebut dengan menyoroti empat aspek utama: komunikasi, sumber daya, disposisi pelaksana, dan struktur birokrasi sebagaimana dikaji melalui pendekatan Edward III. Penelusuran terhadap pelaksanaan di lapangan dilakukan melalui observasi langsung, wawancara semi-terstruktur dengan aparat pemerintah, warga, serta pelaku PSK, dan analisis dokumentasi resmi. Temuan menunjukkan bahwa kebijakan yang ada belum terimplementasi secara optimal karena lemahnya koordinasi antarinstansi, terbatasnya anggaran dan tenaga kerja, sikap ambigu dari pelaksana lapangan, serta birokrasi yang berbelit. Di samping itu, pendekatan yang cenderung represif belum menyentuh aspek pemberdayaan ekonomi dan rehabilitasi sosial secara komprehensif. Masyarakat sekitar menunjukkan respons ambivalen—antara keprihatinan atas kondisi sosial dan pemahaman terhadap tekanan ekonomi PSK. Kondisi ini mengindikasikan perlunya pendekatan kebijakan yang lebih manusiawi, intersektoral, dan berbasis partisipasi masyarakat demi menciptakan tatanan sosial yang aman, sehat, dan bermartabat di wilayah perkotaan. | ||||||
