Abstract
The Horticultural Field School Program by Bank Indonesia, Banten Province aims to increase horticultural productivity, especially red onions and red chilies, by involving the Sumber Jaya Farmers Group as its main partner. However, the capacity of program recipient farmers is still limited, access to technology and infrastructure is not evenly distributed, and cross-sector coordination is not optimal in terms of communication. This study uses the theory of policy implementation (policy size and objectives, resources, characteristics of implementing agents, attitudes and tendencies of implementers, inter-organizational communication, and socio-economic and political environments) from Van Metter and Van Horn (Agustino, 2016:133). The research method used is descriptive qualitative with data collection techniques through interviews, observations, and documentation of program activities. The results of this study, in terms of policy dimensions and objectives, assessed the program as being on target. The quality of the implementing human resources and infrastructure was adequate, supporting successful implementation. Implementers had relevant experience and training in horticulture and demonstrated strong support for the program. Coordination between implementers was intensive, structured, and participatory. The social and lower-middle economic conditions and stable political situation in Sawah Luhur contributed to the program's success. The results of this study indicate that the implementation of the Horticultural Field School Program has been optimal. The study recommends strong synergy between Bank Indonesia and local governments to ensure the program's sustainability and integration into development planning.

| Additional Information: | Program Sekolah Lapang Hortikultura oleh Bank Indonesia Provinsi Banten dengan tujuan meningkatkan produktivitas hortikultura, khususnya bawang merah dan cabai merah dengan melibatkan Kelompok Tani Sumber Jaya sebagai mitra utamanya. Namun, kapasitas petani penerima program masih terbatas, akses terhadap teknologi dan infrastruktur belum merata, serta koordinasi lintas sektor belum optimal dari segi komunikasi. Penelitian ini menggunakan teori implementasi kebijakan (ukuran dan tujuan kebijakan, sumber daya, karakteristik agen pelaksana, sikap dan kecenderungan para pelaksana, komunikasi antar organisasi, dan lingkungan sosial ekonomi dan politik) dari Van Metter dan Van Horn (Agustino, 2016:133) Metode penelitian yang digunakan adalah deskriptif kualitatif dengan teknik pengumpulan data melalui wawancara, observasi, dan dokumentasi pada kegiatan program. Hasil penelitian ini dalam aspek ukuran dan tujuan kebijakan, program dinilai tepat sasaran. Kualitas SDM pelaksana dan sarana prasarana cukup memadai, mendukung keberhasilan pelaksanaan. Pelaksana memiliki pengalaman dan pelatihan relevan di bidang hortikultura, serta menunjukkan dukungan kuat terhadap program. Koordinasi antar pelaksana berlangsung intensif, terstruktur, dan partisipatif. Kondisi sosial, ekonomi menengah ke bawah, serta situasi politik yang stabil di Sawah Luhur turut mendukung keberhasilan program. Hasil dari penelitian ini menunjukkan bahwa Implementasi Program Sekolah Lapang Hortikultura sudah optimal dalam pelaksanaannya. Saran pada penelitian ini diperlukan sinergi kuat antara Bank Indonesia dan pemerintah daerah agar keberlanjutan program dapat terintegrasi dalam perencanaan pembangunan. | |||||||||
