Abstract
This study aims to examine the problems and understand the patterns of politicization involving government officials in violations of the principle of neutrality. The study focuses on the phenomenon of government officials mobilizing educators in madrasah institutions by the Pandeglang Ministry of Religious Affairs, which then results in electoral support based on obedience to the leadership. The theories used to analyze this case are Max Weber's bureaucratic theory and neopatriomonial bureaucratic politicization developed by Pitcher et al. The research approach uses a qualitative method with an instrumental case study strategy according to Creswell. The research orientation is directed at identifying similar incidents in various regions, so as to highlight the characteristics of the phenomenon being studied. The results of the study indicate that; First, government officials in the Pandeglang Ministry of Religious Affairs still prioritize patron-client relationships by utilizing structural positions to create pressure on subordinates to support certain candidates. This thus touches on the ideal bureaucracy that emphasizes impersonality. Second, government officials within the Ministry of Religious Affairs mobilized madrasah principals, teachers, and close family members to support their superior candidates, using an ideal hierarchy of positions, demonstrating the formal power structure within the bureaucracy that determines who has the authority to make decisions and control resources. Third, the use of state facilities, supposedly for learning activities, was instead used as a campaign tool by the heads of the KKM despite regulations clearly establishing the ethics of government officials. Fourth, the unprofessionalism of civil servants (ASN) in the context of elections is a phenomenon that contradicts the basic principles of bureaucracy. The culture of using ASN to support superiors within the Ministry of Religious Affairs reflects deep-rooted neopatrimonialism.

| Additional Information: | Penelitian ini bertujuan untuk mengkaji problematika serta memahami pola politisasi yang melibatkan aparatur pemerintah dalam pelanggaran prinsip netralitas. Kajian difokuskan pada fenomena penggerakan aparat pemerintah oleh Kemenag Pandeglang terhadap para pendidik di institusi madrasah, yang kemudian menghasilkan dukungan elektoral berdasarkan kepatuhan kepada pimpinan. Teori yang digunakan untuk menganalisa kasus ini ialah teori birokrasi Max Weber dan politisasi birokrasi neopatriomonial yang dikembangkan Pitcher dkk. Pendekatan penelitian menggunakan metode kualitatif dengan strategi studi kasus instrumental menurut Creswell. Orientasi penelitian diarahkan untuk mengidentifikasi kejadian-kejadian serupa di berbagai wilayah, sehingga dapat menonjolkan karakteristik dari fenomena yang diteliti. Hasil penelitiannya menunjukkan bahwa; Pertama, aparat pemerintah kemenag Pandeglang masih mengutamakan hubungan patron klien dengan memanfaatkan posisi struktural untuk menciptakan tekanan kepada bawahan agar mendukung kandidat tertentu. Sehingga menyinggung birokrasi ideal yang menekankan impersonalitas. Kedua, aparat pemerintah kemenag melakukan mobilisasi terhadap kepala madrasah, guru dan keluarga terdekat untuk ikut mendukung kandidat yang merupakan atasannya dengan menggunakan hierarki jabatan yang ideal menunjukkan struktur kekuasaan formal dalam birokrasi yang menentukan siapa yang memiliki otoritas untuk mengambil keputusan dan mengendalikan sumber daya. Ketiga, penggunaan fasilitas negara yang seharusnya digunakan untuk kegiatan pembelajaran tetapi digunakan sebagai media kampanye yang dilakukan oleh para ketua KKM meskipun regulasi telah mengatur dengan tegas mengenai etika aparat pemerintah. Keempat, Ketidakprofesionalan ASN dalam konteks pemilu merupakan fenomena yang bertentangan dengan prinsip dasar birokrasi. Budaya pemanfaatan ASN untuk mendukung atasan di lingkungan Kementerian Agama mencerminkan praktik neopatrimonialisme yang mengakar. | ||||||
