Abstract
Arline Meisella Dewi, Administrasi Negara, 072688, Analisis Fungsi Pelayanan Pendidikan Dasar dan Menengah dengan Metode Settlement Function Analysis di Kabupaten Lebak Tahun 2010 /2011. Kata Kunci : Fungsi Pelayanan Pendidikan Penelitian ini dilatarbelakangi oleh kurang tersedianya prasarana yang memadai di bidang pendidikan serta terkonsentrasinya pusat pendidikan di Kecamatan Rangkasbitung sehingga menyebabkan kesenjangan sosial di luar Kec. Rangkasbitung. Penelitian ini bertujuan untuk mengetahui bagaimana Fungsi Pelayanan Pendidikan Dasar dan Menengah dengan metode Settlement Function Analysis Kabupaten Lebak tahun 2010/2011. Metode penelitian yang digunakan adalah deskriptif kuantitatif. Instrumen penelitian adalah variabel fungsi wilayah dan indikator berupa fungsi pendidikan yang mencakup jumlah sekolah berdasarkan Kecamatan, jumlah sekolah dari jenjang SD/MI, SMP/MTS, dan SMA/MA/SMK, rasio jumlah sekolah terhadap penduduk usia sekolah, rasio jumlah sekolah terhadap jumlah penduduk dan penduduk usia sekolah serta sebaran jumlah sekolah berdasarkan wilayah sedangkan sumber penelitian adalah Sekertaris Dindik Kab. Lebak, Anggota Komisi B DPRD Kab. Lebak, dan Kabid Sosbud BAPPEDA Kab. Lebak. Peneliti menggunakan teknik analisa data menggunakan teknik pengumpulan data dan melakukan proses wawancara. Hasil penelitian Analisis Fungsi Pelayanan Pendidikan Dasar dan Menengah dengan Metode Settlement Function Analysis Kab. Lebak Tahun 2010/2011 adalah proses pendidikan di Kab. Lebak belum berjalan baik karena prasarana yang kurang memadai serta program yang dijalankan Pemerintah Daerah belum terealisasi dengan baik. Saran agar para stakeholder untuk lebih memperhatikan masyarakat di luar Kec. Rangkasbitung untuk mendapatkan prasarana pendidikan yang mendukung dari jenjang dasar sampai menengah, serta mengawasi jalannya program yang dicanangkan oleh Pemda seperti WAJARDIKDAS 12 tahun agar dapat terealisasi dengan baik dan memberikan manfaat yang maksimal bagi masyarakat Kab. Lebak.

So, it is causing diversity of social status out of Rangkasbitung region. This research is aimed to know how the function of base and intermediate educational services by Settlement Function Analysis at Lebak regency in 2010/2011. The quantitative descriptive is used by the researcher as the method of this research, and the instrument of this research is the function of the variables and indicators of educational function that includes a number of schools by district, the number of elementary school / MI, SMP / MTS, and SMA / MA / SMK, the ratio of the number of schools on the school age population, the ratio of the number of schools to population and school age population and the distribution of the number of schools by region and source of the research is Secretary of Educational Department, Committee B of DPRD, and BAPPEDA Lebak. This research is discussed about function of educational service, so the researcher measured the problem by using analysis theory of function. Then, the researcher used analysis data technique by using collecting data and doing interview process. The result of this research is analysis base and intermediate function of educational service by using Settlement Function Analysis method at regency of Lebak 2010/2011 the process of educational service at Lebak is not run well because of less infrastructure and is not realization. Yet. Advice to government officials and stakeholders associated with the function of educational services for more attention to people outside the Rangkasbitung region to get infrastructure support in the field of education from primary to secondary level, so that other people in the region may be more motivated for further education as well as overseeing the all program initiated by the regional government in order such as 12-year Compulsory Basic Education program to be realized with a well and provide maximum benefit to society Lebak. |
