Abstract
E-government is an innovation aimed at improving transparency, accountability, and public participation in monitoring government performance. One of its implementations in Serang City is the RABEG (Reaksi Atas Berita Warga) application. This study aims to analyze the diffusion stages of the RABEG application conducted by Dinas Komunikasi dan Informasi (Diskominfo) of Serang City, the factors influencing its adoption, and the forms of community participation in using the application. This research employs a qualitative descriptive method with data collected through interviews, observations, and documentation. The findings indicate that the diffusion process of the RABEG application has been systematically carried out following the stages of diffusion, which include knowledge, persuasion, decision, implementation, and confirmation. However, its effectiveness is still constrained by digital literacy, access to information, and the scope of socialization strategies. The factors influencing the success of diffusion include ease of use, transparency of follow-up, perceived usefulness, public digital literacy, and the quality of government responsiveness. Public participation in using RABEG is selective and tiered: some citizens actively report, provide feedback, and monitor policies, while others use the application only when urgent needs arise. In conclusion, the diffusion of the RABEG application in Serang City is ongoing, but its effectiveness depends heavily on digital literacy, the quality of government response, and consistent socialization strategies. A community-based approach and more adaptive, inclusive communication strategies are required to strengthen and expand public participation.

| Additional Information: | E-government merupakan inovasi yang bertujuan meningkatkan transparansi, akuntabilitas, dan partisipasi masyarakat dalam pengawasan kinerja pemerintah. Salah satu bentuk penerapannya di Kota Serang adalah aplikasi RABEG (Reaksi Atas Berita Warga). Penelitian ini bertujuan untuk mengetahui tahapan difusi inovasi aplikasi RABEG yang dilakukan oleh Dinas Komunikasi dan Informatika (Diskominfo) Kota Serang, faktor-faktor yang memengaruhinya, serta bentuk partisipasi masyarakat dalam penggunaan aplikasi tersebut. Penelitian menggunakan metode deskriptif kualitatif dengan teknik pengumpulan data melalui wawancara, observasi, dan dokumentasi. Hasil penelitian menunjukkan bahwa proses difusi inovasi aplikasi RABEG telah dilakukan secara sistematis mengikuti tahapan difusi, mulai dari pengetahuan, persuasi, keputusan, implementasi, hingga konfirmasi. Namun, efektivitasnya masih dipengaruhi oleh literasi digital, akses informasi, dan strategi sosialisasi. Faktor-faktor yang memengaruhi keberhasilan difusi meliputi kemudahan penggunaan, transparansi tindak lanjut, persepsi kegunaan, literasi digital masyarakat, serta kualitas respon pemerintah. Partisipasi masyarakat dalam penggunaan RABEG bersifat selektif dan bertingkat: sebagian masyarakat aktif melapor dan memberi masukan, sementara lainnya hanya menggunakan aplikasi ketika ada kebutuhan mendesak. Dengan demikian dapat disimpulkan bahwa difusi inovasi aplikasi RABEG di Kota Serang telah berjalan, tetapi efektivitasnya sangat bergantung pada literasi digital, kualitas tindak lanjut aduan, serta konsistensi strategi sosialisasi. Diperlukan pendekatan berbasis komunitas dan strategi komunikasi yang lebih adaptif untuk meningkatkan partisipasi masyarakat secara merata. | |||||||||
