Abstract
ABSTRACT This study meticulously aims to ascertain the strategic role of the Investment and One-Stop Integrated Services Agency (DPMPTSP) in streamlining online licensing processes for advertisement organizers. Furthermore, it seeks to thoroughly identify the various operational and technical challenges encountered during the implementation of these online licensing services, and to comprehensively examine the innovative efforts and continuous improvements undertaken by DPMPTSP to enhance the overall quality of service delivery to the public. Adopting a descriptive qualitative approach, data for this research were collected through in-depth interviews with relevant stakeholders, direct observation of the licensing procedures, and analysis of pertinent documentation. The data analysis technique employed is the interactive model by Miles and Hubberman, which encompasses data reduction, data display, and conclusion drawing. The findings unequivocally reveal that DPMPTSP has played a proactive role in establishing a robust digital service ecosystem, manifested through the integration of a user-friendly licensing platform, the utilization of WhatsApp-based notifications for improved communication, and the development of hybrid services within the Public Service Mall (MPP) to broaden applicant reach. Nevertheless, several significant challenges were identified, including limited digital literacy among applicants, frequent technical glitches within the system causing disruptions, and inconsistent responsiveness from officers. In addressing these impediments, DPMPTSP has continuously innovated, encompassing user-interface enhancements, periodic service evaluations, and pilot online consultations to facilitate easier access. In conclusion, DPMPTSP's role is critically significant in implementing and advancing online licensing services; however, sustained improvements in system responsiveness and accessibility for all segments of the community remain imperative. | Additional Information: | ABSTRAK Penelitian ini bertujuan untuk mengetahui secara mendalam peran strategis Dinas Penanaman Modal dan Pelayanan Terpadu Satu Pintu (DPMPTSP) dalam memfasilitasi perizinan online bagi penyelenggara reklame. Selain itu, studi ini juga berupaya mengidentifikasi beragam kendala operasional maupun teknis yang dihadapi selama proses implementasi layanan perizinan online tersebut, serta menelaah secara komprehensif upaya-upaya inovatif dan perbaikan yang telah dilakukan oleh DPMPTSP dalam rangka peningkatan kualitas layanan kepada masyarakat. Penelitian ini mengadopsi pendekatan kualitatif deskriptif, di mana data dikumpulkan melalui serangkaian wawancara mendalam dengan pihak terkait, observasi langsung terhadap proses perizinan, dan analisis dokumentasi relevan. Teknik analisis data yang diterapkan adalah model interaktif Miles dan Hubberman, yang melibatkan reduksi data, penyajian data, dan penarikan kesimpulan. Hasil penelitian secara jelas menunjukkan bahwa DPMPTSP telah mengambil peran proaktif dalam penyediaan ekosistem layanan digital, yang diwujudkan melalui integrasi laman perizinan yang user-friendly, pemanfaatan notifikasi berbasis WhatsApp untuk kemudahan komunikasi, serta pengembangan layanan hibrida di Mal Pelayanan Publik (MPP) guna menjangkau lebih banyak pemohon. Namun demikian, beberapa kendala signifikan yang teridentifikasi meliputi keterbatasan literasi digital di kalangan pemohon, seringnya gangguan teknis pada sistem yang mengakibatkan hambatan, dan respons petugas yang terkadang belum mencapai tingkat optimal. Sebagai respons terhadap kendala ini, DPMPTSP terus berinovasi, termasuk melakukan perbaikan antarmuka pengguna, evaluasi layanan secara berkala, dan uji coba konsultasi daring untuk mempermudah akses. Kesimpulannya, peran DPMPTSP sangat signifikan dalam mengimplementasikan dan mengembangkan layanan perizinan online, meskipun masih diperlukan peningkatan berkelanjutan pada aspek responsivitas sistem dan kemudahan akses bagi seluruh lapisan masyarakat.
