Abstract
This study evaluates the revitalization policy of Situ Cipondoh in the tourism development strategy of Tangerang City in 2024. Revitalization is a strategic effort to revive an area that has declined, physically, socially, and economically, with the aim of improving the quality of life of the community as well as improving infrastructure and the environment. The main focus of this study is to analyze the role of the Tangerang City Government in the maintenance and revitalization of Situ Cipondoh, as well as to identify the positive and negative impacts caused post-revitalization. Using qualitative research methods, this study analyzes the revitalization policy through Leo Agustino's theoretical framework of public policy evaluation that includes five dimensions: apparatus, institutions, facilities and infrastructure, finance, and regulations. The results show that although revitalization has improved the aesthetics and tourism potential, there are still significant obstacles. In the apparatus and institutional dimension, there is a lack of coordination and effective law enforcement against inappropriate use of boundaries. The facilities and infrastructure dimension shows the problem of lack of lighting and the dominance of illegal commercial activities in the border area, which disrupts the function of Situ Cipondoh as a green open space and water reservoir. From the financial and regulatory aspects, there is a need for budget transparency and stricter enforcement of regulations to address violations. Positive impacts are seen in increased tourist attraction and local economic opportunities, but negative impacts in the form of ecological damage and order problems are a serious concern. This study concludes that the revitalization of Situ Cipondoh requires further commitment in regulatory enforcement and cross-sector coordination for the sustainability of its environmental and tourism functions.

Revitalisasi merupakan upaya strategis untuk menghidupkan kembali kawasan yang mengalami penurunan, baik secara fisik, sosial, maupun ekonomi, dengan tujuan meningkatkan kualitas hidup masyarakat serta memperbaiki infrastruktur dan lingkungan. Fokus utama penelitian ini adalah menganalisis peran Pemerintah Kota Tangerang dalam pemeliharaan dan revitalisasi Situ Cipondoh, serta mengidentifikasi dampak positif dan negatif yang ditimbulkan pasca-revitalisasi. Menggunakan metode penelitian kualitatif, studi ini menganalisis kebijakan revitalisasi melalui kerangka teori evaluasi kebijakan publik Leo Agustino yang mencakup lima dimensi: aparatur, kelembagaan, fasilitas dan infrastruktur, keuangan, dan regulasi. Hasil penelitian menunjukkan bahwa meskipun revitalisasi telah meningkatkan estetika dan potensi pariwisata, masih terdapat kendala signifikan. Pada dimensi aparatur dan kelembagaan, ditemukan kurangnya koordinasi dan penegakan hukum yang efektif terhadap pemanfaatan sempadan yang tidak sesuai peruntukan. Dimensi fasilitas dan infrastruktur menunjukkan permasalahan minimnya penerangan dan dominasi aktivitas komersial ilegal di area sempadan, yang mengganggu fungsi Situ Cipondoh sebagai ruang terbuka hijau dan reservoir air. Dari aspek keuangan dan regulasi, ditemukan kebutuhan akan transparansi anggaran serta penegakan regulasi yang lebih tegas untuk mengatasi pelanggaran. Dampak positif terlihat pada peningkatan daya tarik wisata dan peluang ekonomi lokal, namun dampak negatif berupa kerusakan ekologis dan masalah ketertiban menjadi perhatian serius. Penelitian ini menyimpulkan bahwa revitalisasi Situ Cipondoh membutuhkan komitmen lebih lanjut dalam penegakan regulasi dan koordinasi lintas sektor demi keberlanjutan fungsi lingkungan dan pariwisatanya. | ||||||
