Abstract
The crime of motor vehicle robbery is a form of theft with violence that causes unrest in the community. This type of crime not only has a physical and material impact on the victim, but also psychologically and creates a sense of insecurity in social life. This study aims to analyse the factors behind the act of robbery and evaluate the law enforcement efforts made by law enforcement officials in the jurisdiction of Serang District Police. The theories used are Robert K. Merton's anomie theory and Soerjono Soekanto's law enforcement theory. This research uses normative juridical method with qualitative approach. The data collection technique used is through literature study and interviews with perpetrators at the Serang Class IIA Correctional Institution and law enforcement officials at the Serang Regency Police, while the data analysis technique used is descriptive analysis. The results show that the main factor that drives perpetrators to commit crimes is economic factors, with the influence of the social environment and limited access to decent employment also triggering perpetrators to commit crimes. Meanwhile, law enforcement by the police has an important role in the process of investigation, arrest and detention, although it is still faced with various structural and cultural obstacles. This research recommends a preventive approach based on social welfare and increasing the capacity of law enforcement officials to reduce the number of similar crimes in the future.

| Additional Information: | Kejahatan pembegalan kendaraan bermotor merupakan salah satu bentuk pencurian dengan kekerasan yang menimbulkan keresahan di masyarakat. Jenis kejahatan ini tidak hanya berdampak secara fisik dan material bagi korban, tetapi juga secara psikologis serta menimbulkan rasa ketidakamanan dalam kehidupan sosial. Penelitian ini bertujuan untuk menganalisis faktor-faktor yang melatar belakangi tindakan pembegalan serta mengevaluasi upaya penegakan hukum yang dilakukan oleh aparat penegak hukum di wilayah hukum Polres Serang Kabupaten. Teori yang digunakan adalah teori anomie dari Robert K. Merton dan teori penegakan hukum dari Soerjono Soekanto. Penelitian ini menggunakan metode yuridis normatif dengan pendekatan kualitatif. Teknik pengumpulan data yang dilakukan yaitu melalui studi pustaka dan wawancara dengan pelaku di Lembaga Pemasyarakatan Kelas IIA Serang dan aparat penegakan hukum di Polres Serang kabupaten, sedangkan teknik analisis data yang digunakan adalah analisis deskriptif. Hasil penelitian menunjukkan bahwa faktor utama yang mendorong pelaku melakukan kejahatan adalah faktor ekonomi, disertai pengaruh lingkungan sosial dan terbatasnya akses terhadap lapangan pekerjaan yang layak juga menjadi pemicu pelaku melakukan kejahatan. Sementara itu, penegakan hukum oleh kepolisian memiliki peran penting dalam proses penyidikan, penangkapan hingga penahanan, meskipun masih dihadapkan pada berbagai kendala struktural dan kultural. Penelitian ini merekomendasikan pendekatan preventif berbasis kesejahteraan sosial serta peningkatan kapasitas aparat penegak hukum guna menekan angka kejahatan serupa di masa mendatang. | |||||||||
