Abstract
The Revitalization Policy as stated in the Ministerial Regulation No. 18 of 2010 on Revitalization Guidelines and the implementation of the Governor Regulation No.55 of 2020 on the Design Guidelines for Transit-Oriented Development in Block M – Sisingamangaraja serves as the basis for the development of the area, including the location of the Martha Christina Tiahahu Literacy Park for revitalization. The issues of this research are based on the discrepancies in the used space, the lack of adequate parking, and the lack of public awareness in utilizing this public open space as a literacy space. The purpose of this research is to evaluate the outcomes of the Revitalization Policy implemented at the Martha Christina Tiahahu Literacy Park. The method used in this study is a qualitative method with a descriptive approach that conducts interviews, observations, and documentation based on 5 research indicators focused on Space Function, Cultural Value, Physical Intervention, Local Economic Improvement, and Community Empowerment/Social Support according to the revitalization theory proposed by Danisworo. The results of this study indicate that among the 5 aspects, only 3 aspects are said to be successful, namely Cultural Value, Physical Intervention, and Social Support, while the other aspects have not yet fully provided benefits for the community to use as public spaces after revitalization. Therefore, the necessary suggestion is for good management to be carried out so that the community can utilize this area according to the goals of the revitalization implementation.

| Additional Information: | Kebijakan Revitalisasi yang tercantum dalam Peraturan Menteri No. 18 Tahun 2010 tentang Pedoman Revitalisasi dan pelaksanaan Peraturan Gubernur No. 55 Tahun 2020 tentang Panduan Rancang Kota Kawasan Pembangunan Berorientrasi Transit Blok M – Sisingamangaraja menjadi dasar bagi pengembangan kawasan tersebut, termasuk Lokasi Taman Literasi Martha Christina Tiahahu untuk dilaksanakan revitalisasi. Permasalahan penelitian ini dilatar belakangi adanya ketidaksesuaian ruang yang digunakan, tidak adanya lahan parkir yang memadai dan kurangnya kesadaran masyarakat dalam memanfaatkan ruang terbuka publik untuk dimanfaatkan sebagai ruang literasi. Tujuan adanya penelitian ini untuk mengetahui bagaimana hasil evaluasi kebijakan Revitalisasi yang dilaksanakan di Taman Literasi Martha Christina Tiahahu. Metode yang digunakan dalam penelitian ini yaitu metode kualitatif dengan pendekatan deskriptif yang melakukan wawancara, observasi, dan dokumentasi yang dilihat dari 5 indikator penelitian yang berfokus pada Fungsi Ruang, Nilai Budaya, Intervensi Fisik, Peningkatan Ekonomi Lokal, dan Pemberdayaan Masyarakat / Dukungann Sosial berdasarkan teori revitalisasi menurut Danisworo. Hasil penelitian ini menunjukkan bahwa diantara 5 aspek tersebut, hanya 3 aspek yang dikatakan berhasil yaitu Aspek Nilai Budaya, Intervensi Fisik dan Dukungan Sosial namun aspek lainya belum sepenuhnya memberikan manfaat bagi masyarakat untuk digunakan sebagai ruang publik dalam kegiatan literasi setelah direvitalisasi, sehingga saran yang diperlukan adalah dilakukanya kepengelolaan yang baik agar masyarakat memanfaatkan area ini sesuai dengan tujuan pelaksanaan revitalisasi dan dapat meningkatkan literasi masyarakat. | ||||||
