Abstract
This study aims to analyze the influence of infrastructure access and government spending on the Human Development Index (HDI) in six provinces on the island of Java during the 2018–2023 period. The infrastructure reviewed in this study includes access to water sanitation and electricity distribution, while government spending components include goods and services spending, capital spending, and social assistance spending. This study used a quantitative approach with panel data and a fixed effects model (FEM) regression method to examine the relationship between these variables and the HDI. The results indicate that access to water sanitation, electricity distribution, and goods and services spending have a positive and significant effect on increasing the HDI. Conversely, capital spending was found to have a negative and significant effect, possibly due to inefficiency or long-term benefits that have not yet been realized during the study period. Meanwhile, social assistance spending did not show a significant effect on the HDI. These findings illustrate that human development depends not only on budget size but also on the effectiveness of development program planning and implementation. Therefore, a more comprehensive evaluation of public spending policies and the equitable distribution of basic infrastructure is needed to promote a more equitable and sustainable quality of life for the community.

| Additional Information: | Penelitian ini bertujuan untuk menganalisis pengaruh akses infrastruktur dan belanja pemerintah terhadap Indeks Pembangunan Manusia (IPM) di enam provinsi di Pulau Jawa selama periode 2018–2023. Infrastruktur yang ditinjau dalam penelitian ini meliputi akses sanitasi air dan distribusi listrik, sedangkan komponen belanja pemerintah mencakup belanja barang dan jasa, belanja modal, serta belanja bantuan sosial. Penelitian ini menggunakan pendekatan kuantitatif dengan data panel dan metode regresi fixed effect model (FEM) untuk melihat hubungan antara variabelvariabel tersebut terhadap IPM. Hasil penelitian menunjukkan bahwa akses sanitasi air, distribusi listrik, dan belanja barang dan jasa berpengaruh positif dan signifikan terhadap peningkatan IPM. Sebaliknya, belanja modal ditemukan berpengaruh negatif dan signifikan, yang diduga disebabkan oleh inefisiensi atau manfaat jangka panjang yang belum dirasakan dalam periode penelitian. Sementara itu, belanja bantuan sosial tidak menunjukkan pengaruh yang signifikan terhadap IPM. Temuan ini memberikan gambaran bahwa pembangunan manusia tidak hanya bergantung pada besarnya anggaran, tetapi juga pada efektivitas perencanaan dan pelaksanaan program pembangunan. Oleh karena itu, diperlukan evaluasi yang lebih menyeluruh terhadap kebijakan belanja publik serta pemerataan infrastruktur dasar demi mendorong kualitas hidup masyarakat secara lebih merata dan berkelanjutan. | |||||||||
