Abstract
This study focuses on collaboration in river waste management through the Bekasi River Cleanup program in Bekasi City. The main problem underlying this research is the ineffective management system of river waste, which has caused environmental pollution. To address this issue, the Bekasi City Government collaborated with PT Wasteforchange Alam Indonesia by utilizing Sea Hamster technology and a waste sorting system. This research employs the theory of Collaborative Governance by Ansell and Gash (2008), which includes the dimensions of starting condition, collaborative process, and outcome to analyze the dynamics of collaboration among stakeholders. The research method used is qualitative descriptive with data collected through interviews, observations, and documentation. The findings reveal that this collaboration has transformed the river waste management system into a more efficient and sustainable model through the use of Sea Hamster, systematic sorting, and recycling. Nevertheless, the process faced several challenges, such as delays in land permits, the rejection of dock construction, and technical limitations of the equipment. Overall, the collaboration is considered to have provided a positive impact by creating a more responsible and sustainable river waste management system in Bekasi City.

| Additional Information: | Penelitian ini berfokus pada kolaborasi dalam pengelolaan sampah sungai melalui program Bekasi River Cleanup di Kota Bekasi. Masalah utama yang melatarbelakangi penelitian ini adalah sistem pengelolaan sampah sungai yang belum efektif sehingga menimbulkan pencemaran lingkungan. Untuk mengatasi kondisi tersebut, Pemerintah Kota Bekasi bekerja sama dengan PT Wasteforchange Alam Indonesia dengan dukungan teknologi Sea Hamster dan sistem pemilahan sampah. Penelitian ini menggunakan teori Collaborative Governance dari Ansell dan Gash (2008) yang mencakup dimensi starting condition, collaborative process, dan outcome untuk menganalisis dinamika kolaborasi antar pihak. Metode penelitian yang digunakan adalah kualitatif deskriptif dengan teknik pengumpulan data melalui wawancara, observasi, dan dokumentasi. Hasil penelitian menunjukkan bahwa kolaborasi ini berhasil mentransformasi sistem pengelolaan sampah Sungai Bekasi menjadi lebih efisien dan berkelanjutan melalui pemanfaatan Sea Hamster, sistem pemilahan, dan pendaurulangan sampah. Namun, prosesnya menghadapi hambatan berupa keterlambatan perizinan lahan, penolakan pembangunan dermaga, serta keterbatasan teknis alat. Secara keseluruhan, kerja sama ini memberikan dampak positif dalam menciptakan sistem pengelolaan sampah sungai yang lebih bertanggung jawab dan berorientasi pada keberlanjutan. | ||||||
