Abstract
Traffic violations in Indonesia are still one of the issues that have not been fully resolved. One of the efforts to overcome this is the implementation of electronic traffic law enforcement (ETLE) or electronic ticketing system. ETLE aims to improve road users' compliance with traffic rules and reduce potential violations committed manually by officers. However, even though there has been an implementation of ETLE in several regions, there are still challenges related to the effectiveness of this system. The problem identification in this study is first, how effective is E-Ticket in cracking down on traffic violations in the jurisdiction of the Serang Police? Second, what are the obstacles in implementing tickets with the Eticketing system in the jurisdiction of the Serang Police? The purpose of the study is to determine the effectiveness of the E-ticketing program in the enforcement of traffic violations and to find out the factors that are obstacles in the implementation of tickets with the E-ticketing system in the jurisdiction of the Serang Police. The theories used in this study are the theory of law enforcement effectiveness and the theory of the legal system. The method used in this study is the empirical juridical method. The data source used in this study is a primary data source using data collection techniques through field research. Based on this study, the results were obtained that the enforcement of traffic violations carried out manually is still higher than the use of ETLE. This suggests that ETLE cannot detect more complex violations, such as vehicles with inappropriate license plates or violations that the camera cannot visually detect. The researchers' conclusion is that although ETLE has given quite good results in detecting violations such as violating red lights, violating road signs and markings, violating speed limits, not wearing helmets or seat belts, using mobile phones while driving, and going against the current, the ETLE system has not been fully effective in handling various other types of violations, such as not carrying a driver's license (driver's license), STNK (Vehicle Number Certificate), violations related to noisy exhaust, and violations related to vehicles carrying excess loads. The suggestion in this study is that the police need further development of ETLE systems in order to be able to detect various types of violations that cannot be detected today, such as the use of more advanced technologies such as additional sensors or the integration of data from vehicle ownership applications.

| Additional Information: | Pelanggaran lalu lintas di Indonesia masih menjadi salah satu isu yang belum sepenuhnya teratasi. Salah satu upaya untuk menanggulangi hal ini adalah dengan adanya penerapan electronic traffic law enforcement (ETLE) atau sistem tilang elektronik. ETLE bertujuan untuk meningkatkan kepatuhan pengguna jalan terhadap aturan lalu lintas dan mengurangi potensi pelanggaran yang dilakukan secara manual oleh petugas. Namun, meskipun sudah ada implementasi ETLE di beberapa wilayah, masih terdapat tantangan terkait efektivitas sistem ini. Identifikasi masalah pada penelitian ini yaitu yang pertama, bagaimana efektivitas E-tilang dalam penindakan pelanggaran lalu lintas di wilayah hukum Polres Serang? Kedua, bagaimana hambatan dalam menerapkan tilang dengan sistem Etilang di wilayah hukum Polres Serang? Tujuan penelitian adalah mengetahui efektivitas program E-tilang dalam penindakan pelanggaran lalu lintas dan mengetahui faktor-faktor yang menjadi kendala dalam penerapan tilang dengan sistem E-tilang di wilayah hukum Polres Serang. Teori yang digunakan dalam penelitian ini yaitu teori efektivitas penegakan hukum dan teori sistem hukum. Metode yang digunakan dalam penelitian ini yaitu metode yuridis empiris. Sumber data yang di gunakan dalam penelitian ini adalah sumber data primer menggunakan teknik pengumpulan data melalui penelitian lapangan (field research). Berdasarkan penelitian ini diperoleh hasil bahwa Penindakan pelanggaran lalu lintas yang dilakukan secara manual masih lebih tinggi dibandingkan dengan penggunaan ETLE. Ini menunjukkan bahwa ETLE tidak dapat mendeteksi pelanggaran yang lebih kompleks, seperti kendaraan dengan plat nomor yang tidak sesuai atau pelanggaran yang kamera tidak dapat menemukan secara visual. Kesimpulan peneliti adalah Meskipun ETLE sudah memberikan hasil yang cukup baik dalam mendeteksi pelanggaran seperti melanggar lampu merah, melanggar rambu dan marka jalan, melanggar batas kecepatan, tidak menggunakan helm atau sabuk pengaman, menggunakan ponsel saat berkendara, dan melawan arus, sistem ETLE belum sepenuhnya efektif dalam menangani berbagai jenis pelanggaran lainnya, seperti tidak membawa SIM (Surat Izin Mengemudi), STNK (Surat Tanda Nomor Kendaraan), pelanggaran terkait knalpot bising, dan pelanggaran terkait kendaraan yang membawa muatan berlebih. Saran pada penelitian ini adalah kepolisian diperlukan pengembangan lebih lanjut pada sistem ETLE agar dapat mendeteksi berbagai jenis pelanggaran yang tidak dapat terdeteksi saat ini, seperti penggunaan teknologi yang lebih canggih seperti sensor tambahan atau pengintegrasian data dari aplikasi kepemilikan kendaraan. | |||||||||
