Abstract

The issue of plastic waste in Bogor City has become increasingly complex due to population growth, tourism activities, and low public awareness of waste management. In 2022, Bogor City ranked as the third-largest plastic waste producer in West Java. To address this problem, the Bogor City Government, through the Environmental Agency, collaborated with private sectors—PT. Indosat Tbk and PT. Plasticpay Teknologi Daur Ulang—by implementing a Collaborative Governance approach. This collaboration is realized through a program that exchanges plastic waste for mobile credit using Reverse Vending Machines (RVM) and the Plasticpay application. This study aims to describe the collaborative process using Ansell and Gash’s (2008) Collaborative Governance theory, which includes four indicators: starting conditions, institutional design, facilitative leadership, and collaborative process. The research method used is qualitative with a case study approach, employing observation, interviews, documentation, and literature review techniques. The results show that while collaboration between stakeholders has been established, several obstacles remain, low community participation, insufficient access to information, and limited facilitie and infrastructure. The study recommends improving public education, expanding infrastructure distribution, and enhancing stakeholder communication to support the sustainability of the plastic waste management program.

Permasalahan sampah plastik di Kota Bogor kian kompleks seiring meningkatnya jumlah penduduk, aktivitas pariwisata, dan rendahnya kesadaran masyarakat dalam pengelolaan sampah. Kota Bogor tercatat sebagai kota ketiga dengan penghasil sampah plastik terbanyak di Jawa Barat tahun 2022. Pemerintah Kota Bogor melalui Dinas Lingkungan Hidup bekerja sama dengan pihak swasta, yaitu PT. Indosat Tbk dan PT. Plasticpay Teknologi Daur Ulang, menerapkan pendekatan Collaborative Governance dalam mengatasi permasalahan tersebut. Kolaborasi diwujudkan dalam program penukaran sampah plastik menjadi pulsa melalui teknologi Reverse Vending Machine (RVM) dan aplikasi Plasticpay. Penelitian ini bertujuan untuk mendeskripsikan proses kolaborasi tersebut menggunakan teori Collaborative Governance dari Ansell dan Gash (2008) yang mencakup empat indikator: kondisi awal, desain kelembagaan, kepemimpinan fasilitatif, dan proses kolaboratif. Metode yang digunakan adalah penelitian kualitatif dengan pendekatan studi kasus, melalui teknik observasi, wawancara, dokumentasi, dan studi pustaka. Hasil penelitian menunjukkan bahwa meskipun kolaborasi antar pihak telah berjalan, masih terdapat kendala seperti rendahnya kesadaran masyarakat, minimnya akses informasi, dan keterbatasan sarana dan prasarana. Penelitian ini merekomendasikan peningkatan edukasi publik, pemerataan fasilitas, serta optimalisasi komunikasi antar pemangku kepentingan untuk mendukung keberlanjutan program pengelolaan sampah plastik.
