Abstract
The lack of optimal technical implementation of Serang City Regional Regulation number 13 of 2019 article 107 which should be a legal regulation to obtain equal rights to public services for people with disabilities in Serang City is a problem for people with disabilities in Serang City. The resource persons who were informants in this research were representatives of people with visual disabilities, representatives of people with hearing disabilities, representatives of people with physical and motor disabilities in Serang City, the Serang City Government as the person responsible for the legal regulations of public services for people with disabilities as well as the provider of public service spaces, the Regional Police Banten, and Law Firms (notary and PPAT). The aim of this research is to describe, explain and also explain the implementation of Serang City regional regulations number 13 of 2019 article 107 concerning public services for people with disabilities in Serang City using a qualitative descriptive research approach. Data was collected through observation, interviews and documentation methods. Data validity is carried out by means of data triangulation and member checking. Data were analyzed by means of data reduction, data presentation, and drawing conclusions. The results of the research show that the implementation of Serang City regional regulations number 13 of 2017 article 107 concerning public services for people with disabilities is not yet optimal, because there is still a lack of human resource management in public service spaces in Serang City, lack of access to accommodation, facilities and infrastructure, access to assistance and translators in the rooms. - Serang City public service space. | Additional Information: | Belum optimalnya penerapan teknis peraturan Daerah Kota Serang nomor 13 tahun 2019 pasal 107 yang seharusnya merupakan regulasi hukum untuk memperoleh kesetaraan hak pelayanan publik untuk masyarakat penyandang disabilitas di Kota Serang menjadi permasalahan untuk masyarakat penyandang disabilitas di Kota Serang. Narasumber yang menjadi informan dalam penelitian ini merupakan perwakilan masyarakat penyandang disabilitas penglihatan, perwakilan penyandang disabilitas pendengaran, perwakilan penyandang disabilitas fisik dan motorik di Kota Serang, Pemerintah Kota Serang selaku penanggung jawab regulasi hukum pelayanan publik untuk masyarakat penyandang disabilitas sekaligus penyedia ruang pelayanan publik, Polda Banten, dan Firma Hukum (notaris dan PPAT). Tujuan penelitian ini adalah untuk mendeskripsikan, menjelaskan, dan juga memaparkan pelaksanaan peraturan daerah Kota Serang nomor 13 tahun 2019 pasal 107 tentang pelayanan publik untuk masyarakat penyandang disabilitas di Kota Serang dengan menggunakan pendekatan penelitian deskriptif kualitatif. Data dikumpulkan melalui metode observasi, wawancara, dan dokumentasi. Keabsahan data dilakukan dengan cara triangulasi data, dan membercheck. Data dianalisis dengan cara reduksi data, penyajian data, dan penarikan kesimpulan. Hasil penelitian menunjukan bahwa pengimplementasian peraturan daerah Kota Serang nomor 13 tahun 2017 pasal 107 tentang pelayanan publik untuk masyarakat penyandang disabilitas belum optimal, karena masih minimnya pengelolaan SDM ruang pelayanan publik di Kota Serang, kurangnya akses akomodasi sarana dan prasarana, akses pendampingan dan penerjemah di ruang-ruang pelayanan publik Kota Serang.
