Abstract
Risk-based business licensing services through the Online Single Submission Risk-Based Approach (OSS RBA) system is a government initiative to accelerate, simplify, and organize the licensing system to be more transparent, integrated, and efficient. This study aims to analyze the implementation of OSS RBA in business licensing for the marine and fisheries sector in Serang Regency based on Government Regulation Number 5 of 2021 concerning Risk-Based Business Licensing. The research questions are: How is the implementation of the Online Single Submission Risk-Based Approach system in Business Licensing for the Marine and Fisheries Sector at DPMPTSP Serang Regency based on Government Regulation Number 5 of 2021? What are the obstacles in implementing the OSS RBA system at DPMPTSP Serang Regency in Business Licensing for the Marine and Fisheries Sector? The theories used are policy implementation theory and licensing theory. The method used is empirical juridical with a qualitative approach. The research results show that the implementation of business licensing issuance is more effective and simple, as well as transparent and structured business supervision in Serang Regency. However, the implementation of the OSS RBA system in the marine and fisheries sector still faces obstacles, including technical system disruptions, limited human resources, inadequate information technology infrastructure, and low understanding and awareness of business actors in utilizing the OSS RBA system. The author's recommendations include emphasizing efforts to improve infrastructure, strengthen apparatus capacity, and continuous socialization to ensure the effective implementation of OSS RBA according to applicable regulations.

Identifikasi masalah dalam penelitian ini, Bagaimana implementasi sistem Online Single Submission Risk Based Approach dalam Perizinan Berusaha Sektor Kelautan dan Perikanan di DPMPTSP Kabupaten Serang berdasarkan Peraturan Pemerintah Nomor 5 Tahun 2021 tentang Penyelenggaraan Perizinan Berusaha Berbasis Risiko? Bagaimana hambatan dalam implementasi sistem Online Single Submission Risk Based Approach di DPMPSTP Kabupaten Serang dalam Perizinan Berusaha Sektor Kelautan dan Perikanan di DPMPTSP Kabupaten Serang berdasarkan Peraturan Pemerintah Nomor 5 Tahun 2021 tentang Penyelenggaraan Perizinan Berusaha Berbasis Risiko? Teori yang digunakan adalah teori implementasi kebijakan dan teori perizinan. Metode yang digunakan yaitu yuridis empiris dengan pendekatan kualitatif. Hasil penelitian adalah pelaksanaan penerbitan perizinan berusaha secara lebih efektif dan sederhana serta pengawasan usaha yang transparan dan terstruktur di Kabupaten Serang. Implementasi sistem OSS RBA sektor Kelautan dan Perikanan di Kabupaten Serang masih memiliki hambatan yang dihadapi antara lain gangguan teknis sistem, keterbatasan sumber daya manusia, kurangnya infrastruktur teknologi informasi, serta rendahnya pemahaman dan kesadaran pelaku usaha dalam memanfaatkan sistem OSS RBA. Rekomendasi dari penulis, perlunya menekankan upaya peningkatan infrastruktur, penguatan kapasitas aparatur, serta sosialisasi berkelanjutan agar pelaksanaan OSS RBA dapat berjalan secara efektif dan sesuai dengan ketentuan yang berlaku. | |||||||||
