Abstract

This study aims to identify the effect of Gross Enrollment Rate (GER) at Junior High School (JHS) and Senior High School (SHS), Literacy Rate (LTR), Mean Years of School (MYS), Human Development Index (HDI), and Provincial Minimum Wage (PMW) on the Open Unemployment Rate (OUR) in 34 Provinces of Indonesia in 2005-2024. The estimation results using the Generalized Method of Moment (GMM) panel show that GER_JHS has a positive and significant effect on the unemployment rate (OUR), while the GER_SHS has a negative and significant effect on the unemployment rate. For other variables such as LTR and MYS have a negative and significant effect on the unemployment rate. The HDI variable has a positive and significant effect, while the PMW variable has two significant effects, namely positive and negative on the unemployment rate. These findings can provide a reference for policy makers to improve the compulsory education program (Wajar) both in terms of duration, quantity and quality of implementation so that it can continue to reduce the unemployment rate in Indonesia.

Additional Information: Penelitian ini bertujuan untuk mengidentifikasi pengaruh dari Angka Partisipasi Kasar (APK) (Gross Enrollment Rate = GER) pada jenjang SMP/sederajat (Junior High School = JHS) dan jenjang SMA/serajat (Senior High School = SHS), Angka Melek Huruf (AMH) (Literacy Rate = LTR), Rata-rata Lama Sekolah (RLS) (Mean Years of School = MYS), Indeks Pembangunan Manusia (IPM) (Human Development Index = HDI), dan Upah Minimum Provinsi (UMP) (Provincial Minimum Wage = PMW) terhadap Tingkat Pengangguran Terbuka (TPT) (Open Unemployment Rate = OUR) di 34 Provinsi Indonesia pada Tahun 2005—2024. Hasil estimasi menggunakan panel GMM menunjukan bahwa APK SMP/sederajat (GER_JHS) memiliki pengaruh positif dan signifikan terhadap tingkat pengangguran (OUR), sedangkan APK SMA/sederajat (GER_SHS) memiliki pengaruh negatif dan signifikan terhadap tingkat pengangguran. Untuk variabel lainnya seperti LTR dan MYS memiliki pengaruh negatif dan signifikan terhadap tingkat pengangguran. Variabel HDI memiliki pengaruh positif dan signifikan, sedangkan variabel PMW memiliki dua pengaruh yang signifikan, yakni positif dan negatif terhadap tingkat pengangguran. Temuan tersebut dapat memberi acuan kepada pengambil kebijakan agar dapat meningkatkan program wajib belajar (Wajar) baik dari sisi durasi, maupun kuantitas serta kualitas pelaksanaan agar selanjutnya dapat terus mengurangi tingkat pengangguran di Indonesia.
