Abstract

Cultural and civic literacy are essential competencies that should be instilled from an early age, especially in multicultural urban settings such as Jakarta. The local content subject of PLBJ (Pendidikan Lingkungan dan Budaya Jakarta) holds great potential in fostering local cultural values and civic attitudes through contextual and meaningful learning activities. This study aims to describe the implementation of cultural and civic literacy in PLBJ learning at SDN Kapuk 06 Pagi, covering the planning, implementation, outcomes, as well as supporting and inhibiting factors. The research employed a descriptive qualitative approach using observation, interviews, and documentation techniques. The results indicate that the planning process was comprehensive, involving the formulation of objectives, selection of materials, approaches, models, methods, media, instructional steps, and evaluation all integrated with cultural and civic values. The implementation phase reflected the planned components, as evidenced by the contextual delivery of learning objectives, presentation of materials rooted in local culture, the use of Problem Based Learning and Project-Based Learning models, application of a contextual approach, utilization of simple media, and project-based and attitude-oriented evaluation. The implementation outcomes demonstrated improved students’ understanding of local and national culture, their responsibilities as citizens, and their ability to grasp the complexity of culture in society. Supporting factors included teacher preparedness, principal support, and basic infrastructure, while the main obstacles were the limited availability of tangible cultural media and the low interest of some students in local culture.

Additional Information: Literasi budaya dan kewargaan merupakan kompetensi penting yang perlu ditanamkan sejak dini, khususnya dalam konteks masyarakat urban yang multikultural seperti Jakarta. Pembelajaran muatan lokal PLBJ memiliki potensi besar dalam menanamkan nilai-nilai budaya lokal serta sikap kewargaan melalui aktivitas yang kontekstual dan bermakna. Penelitian ini bertujuan untuk mendeskripsikan implementasi literasi budaya dan kewargaan dalam pembelajaran PLBJ di SDN Kapuk 06 Pagi, meliputi perencanaan, pelaksanaan, hasil, serta faktor pendukung dan penghambatnya. Metode penelitian menggunakan pendekatan kualitatif deskriptif dengan teknik observasi, wawancara, dan dokumentasi. Hasil penelitian menunjukkan bahwa perencanaan dilakukan secara menyeluruh, mencakup perumusan tujuan, pemilihan materi, pendekatan, model, metode, media, penyusunan langkah-langkah pembelajaran, dan evaluasi, yang semuanya terintegrasi dengan nilai-nilai budaya dan kewargaan. Pelaksanaan pembelajaran mencerminkan realisasi dari perencanaan tersebut, terlihat dari penyampaian tujuan yang kontekstual, penyajian materi berbasis budaya lokal, penggunaan model Problem-Based Learning dan Project-Based Learning, penerapan pendekatan kontekstual, pemanfaatan media sederhana, serta evaluasi berbasis proyek dan observasi sikap. Hasil implementasi menunjukkan peningkatan pemahaman peserta didik terhadap budaya lokal dan nasional, kewajiban sebagai warga negara, serta kemampuan memahami kompleksitas budaya dalam masyarakat. Faktor pendukung meliputi kesiapan guru, dukungan kepala sekolah, dan sarana prasarana dasar, sementara hambatannya adalah keterbatasan media budaya konkret dan rendahnya minat sebagian peserta didik terhadap budaya lokal.
