Abstract
This study aims to analyze the effect of competence and work environment on employee performance, with work motivation serving as a mediating variable. The research was conducted at the Environmental Office (Dinas Lingkungan Hidup) of Cilegon City using a quantitative approach through questionnaires distributed to 62 respondents. Data were analyzed using Structural Equation Modeling (SEM) based on Partial Least Squares (PLS) with the help of SmartPLS 4 software. The findings indicate that the work environment significantly influences work motivation, and work motivation significantly affects employee performance. However, competence and the work environment do not have a direct significant effect on performance. Furthermore, work motivation does not significantly mediate the relationship between competence and performance but does significantly mediate the relationship between the work environment and performance. These findings emphasize the importance of creating a supportive work environment to enhance employee motivation, which in turn contributes to improved performance. The study recommends practical actions such as improving physical and social workplace conditions, providing psychological support, and strengthening non-financial reward systems. This research contributes to the improvement of human resource management practices in the public sector, especially in reinforcing the role of motivation as a bridge between the work environment and employee performance.

| Additional Information: | Penelitian ini bertujuan untuk menganalisis pengaruh kompetensi dan lingkungan kerja terhadap kinerja pegawai dengan motivasi kerja sebagai variabel mediasi. Lokus penelitian adalah Dinas Lingkungan Hidup Kota Cilegon, dengan pendekatan kuantitatif melalui penyebaran kuesioner kepada 66 responden. Data dianalisis menggunakan metode Structural Equation Modeling (SEM) berbasis Partial Least Square (PLS) dengan bantuan software SmartPLS 4. Hasil penelitian menunjukkan bahwa lingkungan kerja berpengaruh signifikan terhadap motivasi kerja, dan motivasi kerja berpengaruh signifikan terhadap kinerja pegawai. Namun, kompetensi tidak berpengaruh signifikan secara langsung terhadap kinerja, begitu pula lingkungan kerja terhadap kinerja pegawai. Motivasi kerja juga tidak memediasi secara signifikan hubungan antara kompetensi dan kinerja, namun terbukti memediasi secara signifikan hubungan antara lingkungan kerja dan kinerja pegawai. Temuan ini mengindikasikan pentingnya menciptakan lingkungan kerja yang mendukung dalam rangka meningkatkan motivasi dan pada akhirnya kinerja pegawai. Implikasi praktis yang disarankan adalah peningkatan kualitas tempat kerja, penguatan dukungan psikologis, serta pengembangan sistem penghargaan non-finansial. Penelitian ini memberikan kontribusi bagi perbaikan pengelolaan sumber daya manusia di sektor publik, khususnya dalam penguatan motivasi kerja sebagai penghubung antara faktor lingkungan dan performa kinerja. | |||||||||
