Abstract
This study aims to develop a Minimum Competency Assessment (AKM) instrument based on literacy and numeracy within the context of students’ aspirations for Grade V students at SDI Al-Husna. The instrument was developed using a Research and Development (R&D) approach with the ADDIE model, which includes the stages of analysis, design, development, implementation, and evaluation. The resulting product consists of 20 test items, comprising 10 literacy questions and 10 numeracy questions, with various formats such as multiple choice, complex multiple choice, matching, true-false, and essay types. Validation was conducted by subject matter experts, followed by limited and large-scale trials. The validation results indicate that the instrument has a content validity score of 0.93 (categorized as very valid), a small-scale reliability coefficient of 0.89 (very high), and a largescale reliability coefficient of 0.77 (high). Item analysis shows that 11 items have high discriminating power, while 9 items fall into the low category. Difficulty level analysis classifies 5 items as easy, 13 as moderate, and 2 as difficult. Students’ responses to the instrument revealed an average score of 72.63%, categorized as good. Therefore, the developed instrument is considered valid, reliable, and suitable for use as a practice tool to improve students' literacy and numeracy skills in preparation for competency-based assessments.

Instrumen dikembangkan menggunakan pendekatan Research and Development (R&D) dengan model ADDIE yang mencakup tahapan analisis, desain, pengembangan, implementasi, dan evaluasi. Produk yang dihasilkan berupa 20 butir soal yang terdiri dari 10 soal literasi dan 10 soal numerasi dengan variasi bentuk seperti pilihan ganda, pilihan ganda kompleks, menjodohkan, benar-salah, dan uraian. Validasi dilakukan oleh ahli materi dan dilanjutkan dengan uji coba terbatas dan skala besar. Hasil validasi menunjukkan bahwa instrumen memiliki validitas isi sebesar 0,93 (kategori sangat valid), reliabilitas skala kecil sebesar 0,89 (kategori sangat tinggi), dan skala besar sebesar 0,77 (kategori tinggi). Analisis soal menunjukkan 11 soal berkategori daya pembeda tinggi dan 9 soal rendah, dengan tingkat kesukaran terdiri dari 5 soal mudah, 13 sedang, dan 2 sulit. Respon siswa terhadap instrumen menunjukkan rata-rata skor 72,63% dalam kategori baik.
