Abstract
Financial technology (fintech) has become one of the main innovations that facilitates public access to financial services. Digital financial crimes include various types of criminal acts such as identity theft, online fraud, financial malware, phishing and so on. This research was conducted at Bank Indonesia in Serang City. The research was conducted to determine and analyze the role and attitude of Bank Indonesia Banten Representative Office regarding the understanding of digital financial literacy to increase public awareness of digital financial crimes, the steps of Bank Indonesia Banten Representative Office in building subjective norms related to understanding digital finance, and programs implemented by Bank Indonesia Banten Representative Office in building perceptions of controlling digital financial behavior and preventing financial crimes in Banten Province. This research uses a qualitative approach with data collection in the form of interviews, observations and documentation studies. The data analysis applied is thematic qualitative. The results of the study show that: 1) The Bank Indonesia Banten Representative Office plays a strategic role in building digital financial literacy through three main functions, namely as a regulator that emphasizes literacy as an early prevention of digital crime; as a facilitator who actively organizes education directly and online; and as a supervisor who continuously monitors and evaluates the effectiveness of the program. 2) Digital financial crimes have increased significantly, both in terms of number and complexity. Perpetrators take advantage of low digital literacy through modes such as phishing, illegal loans, impersonation of official institutions, and emotional manipulation. This emphasizes the importance of digital literacy as the main protection for the community. 3) The BI literacy program in Banten is carried out through various communication strategies, including seminars, training, workshops, transaction simulations, as well as social media, webinars, and educational videos. This inclusive approach is adjusted to the level of community understanding and targets various groups, including students, MSME actors, and the elderly.

| Additional Information: | Financial technology (fintech) telah menjadi salah satu inovasi utama yang mempermudah akses masyarakat terhadap layanan keuangan. Kejahatan keuangan digital meliputi berbagai jenis tindakan kriminal seperti pencurian identitas, penipuan online, malware finansial, phishing dan sebagainya. Penelitian ini dilaksanakan pada Bank Indonesia di Kota Serang. Penelitian dilakukan untuk mengetahui dan menganalisis peran Bank Indonesia Kantor Perwakilan Banten mengenai literasi keuangan digital sebagai upaya membangun kesadaran masyarakat mengenai kejahatan keuangan digital, gambaran umum kejahatan keuangan digital selama beberapa waktu terakhir, serta program-program yang dilaksanakan oleh Bank Indonesia Kantor Perwakilan Banten dalam membangun persepsi pengendalian perilaku paham keuangan digital dan pencegahan kejahatan keuangan di Provinsi Banten. Penelitian ini menggunakan pendekatan kualitatif dengan pengumpulan data berupa wawancara, observasi dan studi dokumentasi. Analisis data yang diterapkan adalah kualitatif tematik. Hasil penelitian menunjukkan bahwa: 1) Bank Indonesia Kantor Perwakilan Banten berperan strategis dalam membangun literasi keuangan digital melalui tiga fungsi utama: sebagai regulator yang menekankan literasi sebagai pencegahan awal kejahatan digital; sebagai fasilitator yang aktif menyelenggarakan edukasi secara langsung dan daring; serta sebagai pengawas yang terus memantau dan mengevaluasi efektivitas program. 2) Kejahatan keuangan digital berkembang cukup pesat, baik dari sisi jumlah maupun kompleksitas. Pelaku memanfaatkan rendahnya literasi digital melalui modus seperti phishing, pinjaman ilegal, penyamaran lembaga resmi, dan manipulasi emosional. Hal ini menegaskan pentingnya literasi digital sebagai perlindungan utama masyarakat. 3) Program literasi BI di Banten dilakukan melalui strategi komunikasi beragam, meliputi seminar, pelatihan, workshop, simulasi transaksi, serta media sosial, webinar, dan video edukatif. Pendekatan inklusif ini disesuaikan dengan tingkat pemahaman masyarakat dan menyasar berbagai kelompok, termasuk pelajar, UMKM, dan lansia. | ||||||
