Abstract
Leadership is the ability to influence, direct, and mobilize others to achieve common goals. In the context of village governance, participatory leadership is an important foundation for creating inclusive, adaptive, and sustainable development. This study aims to understand how participatory leadership practices are implemented by female village heads in encouraging development innovation in Sukamaju Village, Cibungbulang District, Bogor Regency. This study uses the participatory leadership theory by Gary Yukl (2013), which includes five main indicators: involvement in decision-making, consultation, delegation of authority, consensus building, and reciprocal communication and trust. The method used is a qualitative approach with a case study. The results show that the participatory leadership implemented by Mrs. Cucum forms reciprocal relationships with residents, strengthens participation in deliberation forums, and encourages the birth of various community-based innovations such as digital village services, social data mapping, and independent waste management. This study also identifies challenges in maintaining consistent citizen participation and harmonizing perceptions among village stakeholders.

| Additional Information: | Kepemimpinan merupakan kemampuan untuk mempengaruhi, mengarahkan, dan menggerakkan orang lain dalam mencapai tujuan bersama. Dalam konteks pemerintahan desa, kepemimpinan partisipatif menjadi fondasi penting dalam menciptakan pembangunan yang inklusif, adaptif, dan berkelanjutan. Penelitian ini bertujuan untuk memahami bagaimana praktik kepemimpinan partisipatif dijalankan oleh kepala desa perempuan dalam mendorong inovasi pembangunan di Desa Sukamaju, Kecamatan Cibungbulang, Kabupaten Bogor. Penelitian ini menggunakan teori kepemimpinan partisipatif dari Gary Yukl (2013) yang mencakup lima indikator utama: keterlibatan dalam pengambilan keputusan, konsultasi, pendelegasian wewenang, pembentukan konsensus, serta komunikasi dan kepercayaan timbal balik. Metode yang digunakan adalah pendekatan kualitatif dengan studi kasus. Hasil penelitian menunjukkan bahwa kepemimpinan partisipatif yang diterapkan oleh Bu Cucum membentuk relasi timbal balik dengan warga, memperkuat partisipasi dalam forum musyawarah, dan mendorong lahirnya berbagai inovasi berbasis komunitas seperti layanan digital desa, pemetaan data sosial, dan pengelolaan sampah mandiri. Penelitian ini juga mengidentifikasi adanya tantangan dalam menjaga konsistensi partisipasi warga serta keselarasan persepsi antar pemangku kepentingan desa. | ||||||
