Abstract

This study aims to examine the influence of Village Funds, Special Allocation Funds (DAK), Government Expenditures in the Education and Health sectors, Local Own-Source Revenue (PAD), and the Human Development Index (HDI) on poverty levels in 21 regencies of East Nusa Tenggara Province during the 2018–2023 period. The analysis was conducted using panel data with the Random Effect Model (REM) approach. The findings reveal that Village Funds, DAK, and HDI have a negative and significant effect on poverty, indicating their role in reducing poverty levels. Conversely, Government Expenditure in the Health sector has a positive and significant effect, suggesting that higher spending does not necessarily equate to better outcomes for poverty reduction. Furthermore, Government Expenditure in the Education sector and PAD show no significant impact but tend to have a positive relationship with poverty. These results suggest that increased public spending is not inherently effective in alleviating poverty unless accompanied by efficient management and targeted implementation. The study highlights the importance of integrated and locally tailored policy strategies to address poverty reduction more effectively.

Additional Information: Penelitian ini bertujuan untuk menganalisis pengaruh Dana Desa, Dana Alokasi Khusus (DAK), Pengeluaran Pemerintah sektor Pendidikan & Kesehatan, Pendapatan Asli Daerah (PAD), dan Indeks Pembangunan Manusia (IPM) terhadap tingkat kemiskinan di 21 kabupaten di Provinsi Nusa Tenggara Timur selama periode 2018–2023. Metode yang digunakan adalah analisis data panel dengan pendekatan Random Effect Model (REM). Hasil penelitian menunjukkan bahwa Dana Desa, DAK, dan IPM berpengaruh negatif dan signifikan terhadap tingkat kemiskinan. Sementara itu, Pengeluaran Pemerintah Sektor Kesehatan berpengaruh positif dan signifikan terhadap tingkat kemiskinan. Kemudian variabel Pengeluaran Pemerintah Sektor Kesehatan serta PAD tidak berpengaruh signifikan, namun memiliki arah hubungan positif terhadap Tingkat Kemiskinan. Hal ini menunjukkan bahwa peningkatan belanja publik belum sepenuhnya efektif menurunkan kemiskinan jika tidak disertai dengan tata kelola anggaran yang efisien dan tepat sasaran. Temuan ini memberikan implikasi penting bagi perumusan kebijakan daerah yang lebih terintegrasi dan berbasis kebutuhan lokal untuk pengentasan kemiskinan.
