Abstract
This study examines the role of New Public Service (NPS) in the implementation of the Integrated Referral Service System (SLRT) for poverty alleviation in Serang City. The background of this research is based on the persistent poverty rate in Serang City and the importance of a public service paradigm oriented toward participation, collaboration, and community empowerment. The purpose of this study is to analyze the extent to which the principles of New Public Service are applied in the implementation of SLRT, as well as to identify its supporting and inhibiting factors. This research employs a qualitative method with a descriptive approach through interviews, observations, and documentation studies. The findings reveal that the implementation of SLRT in Serang City reflects several principles of New Public Service, particularly in terms of community-oriented service and collaboration with various stakeholders. However, challenges remain in human resource limitations, data integration, and inter-agency coordination. In conclusion, New Public Service plays an important role in strengthening the implementation of SLRT as an instrument for poverty alleviation, although it requires capacity building for public officials and stronger cross-sectoral synergy to achieve optimal outcomes.
