Abstract
Every child has the right to live, grow, develop, and participate properly in accordance with their human values and dignity, and has the right to receive protection from acts of violence and discrimination. The problems in this study are that Serang City received the lowest score in the special protection cluster, then there was an increase in cases of violence against children, and the lack of supporting facilities and infrastructure to fulfill children's rights in the special protection cluster, and the lack of community participation in the implementation of the Child-Friendly City Policy in Serang City. This study aims to determine the results of the fulfillment of children's rights in the implementation of the KLA policy in the Special Protection Cluster in Serang City, using the public policy evaluation theory by William N. Dunn. This study uses a descriptive qualitative method by analyzing based on the results of observations, interviews and documentation. The results of this study indicate a number of obstacles in the implementation of the policy, which are identified based on evaluation indicators. In terms of effectiveness, implementation is considered less than optimal due to the limited supporting facilities and infrastructure. In terms of efficiency, the main obstacle lies in the limited available budget. Meanwhile, in the adequacy indicator, increased community participation is needed. In terms of equity, there are limitations in facilities and service coverage. The responsiveness indicator shows the need to increase the capacity of service providers, while in the aspect of accuracy, problems arise due to the unpreparedness of infrastructure that supports the policy. Suggestions that can be given are to encourage the development/procurement of supporting infrastructure to fulfill children's rights, the need for more adequate budget allocation, the Children's Forum needs to be given more support, socialization needs to be carried out more massively and sustainably, and collaboration from all parties involved in the implementation of the KLA policy in Serang City.

| Additional Information: | Setiap anak memiliki hak untuk menjalani kehidupan, tumbuh, berkembang, dan berpartisipasi secara layak sesuai dengan nilai dan martabat kemanusiaannya, serta berhak memperoleh perlindungan dari tindakan kekerasan dan diskriminasi. Permasalaan pada penelitian ini, yaitu Kota Serang mendapatkan nilai terendah pada klaster perlindungan khusus, lalu adanya peningkatan kasus kekerasaan anak, serta belum sepenuhnya tersedia sarana dan prasarana penunjang pemenuhan hak anak di klaster pelindungan khusus, dan kurangnya partisipasi masyarakat dalam pelaksanaan Kebijakan Kota Layak Anak di Kota Serang. Penelitian ini bertujuan untuk mengetahui hasil dari pemenuhan hak-hak anak dalam pelaksanaan kebijakan KLA pada Klaster Perlindungan Khusus di Kota Serang, dengan menggunakan teori evaluasi kebijakan publik oleh William N. Dunn. Penelitian ini menggunakan metode kualitatif deskriptif dengan menganalisis berdasarkan hasil observasi, wawancara dan dokumentasi. Hasil dari penelitian ini menunjukan adanya sejumlah hambatan dalam pelaksanaan kebijakan, yang diidentifikasi berdasarkan indikator evaluasi. Pada aspek efektivitas, pelaksanaan dinilai belum optimal karena masih terbatasnya sarana dan prasarana pendukung. Dari sisi efisiensi, kendala utama terletak pada keterbatasan anggaran yang tersedia. Sementara, pada indikator kecukupan, dibutuhkan peningkatan partisipasi masyarakat. Dalam hal pemerataan, terdapat keterbatasan fasilitas serta jangkauan layanan. Indikator responsivitas menunjukkan perlunya peningkatan kapasitas penyelenggara layanan, sedangkan pada aspek ketepatan, permasalahan muncul akibat belum siapnya infrastruktur yang mendukung kebijakan tersebut.Saran yang dapat diberikan, yaitu mendorong pembangunan/pengadaan sarana prasarana penunjang pemenuhan hak-hak anak, perlunya alokasi anggaran yang lebih memadai, Forum Anak perlu diberikan dukungan lebih, sosialisasi perlu dilakukan secara lebih masif serta berkelanjutan, dan kolaborasi dari semua pihak yang ikut serta dalam pelaksaan kebijakan KLA di Kota Serang ini. | ||||||
