Abstract
This study aims to analyze the effect of Locally-Generated Revenue (PAD), Revenue Sharing Funds (DBH), Human Development Index (HDI), and Employee Expenditure on Economic Growth in 11 provinces across Kalimantan and Sulawesi during the period of 2018–2023. A quantitative approach is employed using the Generalized Method of Moments (GMM) estimator on dynamic panel data. The estimation results show that Locally-Generated Revenue has a positive and significant effect on economic growth, while Revenue Sharing Funds and Employee Expenditure have a negative and significant effect. Meanwhile, HDI does not have a significant influence on economic growth. These findings indicate that strengthening Locally-Generated Revenue can enhance fiscal independence and stimulate regional economic growth. Conversely, reliance on central government transfers (Revenue Sharing Funds) and the dominance of routine expenditures such as employee spending tend to inhibit growth. This study recommends optimizing local revenue sources and reallocating expenditures toward productive sectors to achieve sustainable economic growth.

| Additional Information: | Penelitian ini bertujuan untuk menganalisis pengaruh Pendapatan Asli Daerah (PAD), Dana Bagi Hasil (DBH), Indeks Pembangunan Manusia (IPM), dan Belanja Pegawai terhadap Pertumbuhan Ekonomi di 11 provinsi wilayah Kalimantan dan Sulawesi pada periode 2018–2023. Penelitian ini menggunakan pendekatan kuantitatif dengan metode estimasi Generalized Method of Moments (GMM) pada data panel dinamis. Hasil estimasi menunjukkan bahwa variabel Pendapatan Asli Daerah berpengaruh positif dan signifikan terhadap pertumbuhan ekonomi, sedangkan Dana Bagi Hasil dan Belanja Pegawai berpengaruh negatif dan signifikan. Variabel IPM tidak menunjukkan pengaruh yang signifikan terhadap pertumbuhan ekonomi. Temuan ini menunjukkan bahwa peningkatan Pendapatan Asli Daerah dapat memperkuat kemandirian fiskal daerah dan mendorong pertumbuhan ekonomi, sementara ketergantungan pada transfer pusat (Dana Bagi Hasil) dan dominasi belanja pegawai cenderung menghambat pertumbuhan. Penelitian ini menyarankan perlunya optimalisasi sumber Pendapatan Asli Daerah serta realokasi anggaran belanja ke sektor produktif untuk menciptakan pertumbuhan ekonomi yang berkelanjutan. | |||||||||
