Abstract
This study focuses on CCSR collaboration in the clean water crisis problem in Pulomerak District, Cilegon City. The purpose of the study is to identify the implementation of CCSR in overcoming environmental problems. Difficult land contour conditions and rapid population growth mean that only around 30% of the population has access to clean water. This study was studied using the Ansell and Gash collaborative governance theory with four indicators which include initial conditions, institutional design, leadership and collaboration processes. Qualitative research methods with a single instrumental case study approach according to Cresswel were used to be able to analyze more deeply related to a problem. The results of the study show that handling this crisis was carried out through collaboration between companies, the government, and Regionally-Owned Enterprises (BUMD) by implementing short-term and long-term programs. However, obstacles such as lack of clear regulations, budget constraints, lack of routine dialogue between parties, and low public awareness still hamper the achievement of targets. Referring to the objectives of the Sustainable Development Goals (SDGs), especially goal 6 on clean water and sanitation, projections show that the fulfillment of complete access to clean water in Cilegon City can only be achieved around 2035.

| Additional Information: | Penelitian ini berfokus pada kolaborasi CCSR dalam permasalahan krisis air bersih di Kecamatan Pulomerak, Kota Cilegon. Tujuan dari penelitian adalah untuk mengidentifikasi implementasi CCSR dalam mengatasi permasalahan lingkungan. Kondisi kontur tanah yang sulit dan pertumbuhan penduduk yang pesat menyebabkan hanya sekitar 30% penduduk memiliki akses air bersih. Penelitian ini dikaji dengan menggunakan teori collaborative governance Ansell dan Gash dengan empat indikator yang didalamnya terdapat kondisi awal, desain kelembagaan, kepemimpinan dan proses kolaborasi. Metode penelitian kualittaif dengan pendekatan studi kasus instrumental tunggal menurut Cresswel digunakan untuk dapat menganalisis lebih dalam terkait dengan suatu permasalahan. Hasil penelitian menunjukan penanganan krisis ini dilakukan melalui kolaborasi antara perusahaan, pemerintah, dan Badan Usaha Milik Daerah (BUMD) dengan menerapkan program jangka pendek dan jangka panjang. Namun, kendala seperti kurangnya regulasi yang jelas, keterbatasan anggaran, minimnya dialog rutin antar pihak, dan rendahnya kesadaran masyarakat masih menghambat pencapaian target. Mengacu pada tujuan Sustainable Development Goals (SDGs) khususnya tujuan ke-6 tentang air bersih dan sanitasi, proyeksi menunjukkan bahwa pemenuhan akses air bersih secara menyeluruh di Kota Cilegon baru dapat tercapai sekitar tahun 2035. | ||||||
