Abstract
This study aims to analyze the application of competencies to the performance of civil servants at the Banten Province BPSDM Office based on the implementation of Article 3 of Law Number 20 of 2023 concerning ASN and Article 4 of the Regulation of the Minister of Administrative Reform and Bureaucratic Reform of the Republic of Indonesia Number 38 of 2017 concerning ASN Position Competency Standards, which stipulates that every civil servant is required to have structural position training, functional position training, and technical position training as the main requirement in carrying out the duties and functions of the position. However, the reality in the field of implementing civil servant competencies at the Banten Province BPSDM Office still faces various obstacles. The problem identification in this study includes how the Application of Competencies to Civil Servant Performance at the Banten Province BPSDM Office and what are the obstacles in determining Competencies to improve civil servant performance at the Banten Province BPSDM office based on the Regulation of the Minister of Administrative Reform and Bureaucratic Reform of the Republic of Indonesia Number 38 of 2017. This study uses the theory of authority and the theory of personnel law as a theoretical basis, which emphasizes the importance of applying competencies in improving the performance of civil servants at the Banten Province BPSDM Office. The research method uses empirical juridical methods with a qualitative descriptive approach, involving interviews and systematic data analysis. The results showed that the application of civil servant competencies at the Banten Province BPSDM Office was still not effective and faced various obstacles, such as limited training facilities and lack of employee work competency certification. The conclusion of this study emphasizes the importance of competencies based on competency standards Article 4 of the Regulation of the Minister of Administrative Reform and Bureaucratic Reform of the Republic of Indonesia Number 38 of 2017. The suggestions given include improving the quality of education and training of employees on an ongoing basis, as well as improving the facilities and infrastructure supporting training to improve the performance of civil servants. With these improvements, it is hoped that BPSDM Banten Province will be able to become a leading example in the effective application of ASN competencies within the Banten Provincial government.

Namun, realitas di lapangan penerapan kompetensi PNS di Kantor BPSDM Provinsi Banten masih menghadapi berbagai hambatan dalam Identifkasi masalah dalam penelitian ini sertifikasi kompetensi kerja pegawai. meliputi bagaimana Penerapan Kompetensi terhadap Kinerja PNS di Kantor BPSDM Provinsi Banten dan apa hambatan dalam menetapkan Kompetensi untuk Provinsi Banten berdasarkan Peraturan Menteri Pendayagunaan Aparatur Negara dan Reformasi Birokrasi meningkatkan kinerja PNS di kantor BPSDM Republik Indonesia Nomor 38 Tahun 2017. Penelitian ini menggunakan teori kewenangan dan teori hukum kepegawaian sebagai landasan teoritis, yang menekankan pentingnya penerapan kompetensi dalam peningkatan kinerja PNS di Kantor BPSDM Provinsi Banten. Metode penelitian menggunakan metode yuridis empiris dengan pendekatan deskriptif kualitatif, melibatkan wawancara dan analisis data sistematis. Hasil penelitian menunjukkan bahwa penerapan kompetensi PNS di Kantor BPSDM Provinsi Banten masih belum efektif dan menghadapi berbagai hambatan, seperti keterbatasan fasilitas pelatihan serta kurangnya sertifikasi kompetensi kerja pegawai. Kesimpulan dari penelitian ini menekankan pentingnya penerapan kompetensi berdasarkan standar kompetensi Pasal 4 Peraturan Menteri Pendayagunaan Aparatur Negara dan Reformasi Birokrasi Republik Indonesia Nomor 38 Tahun 2017 tentang Standar Kompetensi Jabatan ASN. Saran yang diberikan meliputi peningkatan kualitas pendidikan dan pelatihan pegawai secara berkesinambungan, serta pembenahan sarana dan prasarana pendukung pelatihan untuk meningkatkan kinerja PNS. Dengan adanya perbaikan tersebut, diharapkan BPSDM Provinsi Banten mampu menjadi contoh utama dalam penerapan kompetensu ASN secara efektif di lingkungan pemerintah Provinsi Banten. | |||||||||
