Abstract
This research is motivated by various issues arising from non-mineral excavation mining activities, such as environmental degradation, damaged road infrastructure, irrigation channel pollution, lack of supervision by the local government, and low public awareness and understanding. The purpose of this study is to examine how the regional government supervises these mining activities. The research method used is a qualitative case study. Data collection techniques include observation, interviews, and documentation. This study uses the theory of preventive and repressive supervision by Buhori (2014), which covers aspects of licensing, exploration, production, transportation, and reclamation. The results of the study show that preventive supervision carried out by the regional government has not been fully effective in terms of licensing and exploration, as there are still illegal mining activities operating. Meanwhile, in terms of repressive supervision such as transportation and reclamation, violations were found such as vehicle overloading, road damage due to mining activities, and the minimal implementation of reclamation by both legal and illegal companies. Community involvement in the supervision process is also still low, and inter-agency coordination within the government has not been optimal.

| Additional Information: | Penelitian ini dilatarbelakangi oleh berbagai permasalahan yang muncul akibat aktivitas pertambangan galian non mineral, seperti kerusakan lingkungan, rusaknya infrastruktur jalan, pencemaran saluran irigasi, kurangnya pengawasan pemerintah daerah, dan kurangnya kesadaran dan pemahaman masyarakat. Penelitian ini bertujuan untuk mengetahui bagaimana pengawasan yang dilakukan oleh pemerintah daerah terhadap aktivitas pertambangan tersebut. Metode penelitian yang digunakan adalah metode kualitatif studi kasus. Teknik pengumpulan data dilakukan melalui observasi, wawancara, dan dokumentasi. Penelitian ini menggunakan teori pengawasan preventif dan pengawasan represif dari Buhori (2014). Yang mencakup aspek perizinan, eksplorasi, produksi, pengangkutan dan reklamasi. Hasil penelitian menunjukkan bahwa pengawasan preventif yang dilakukan oleh pemerintah daerah belum sepenuhnya efektif dalam hal perizinan dan eksplorasi, karena masih terdapat aktivitas tambang ilegal yang beroperasi. Sedangkan dalam pengawasan represif seperti pengangkutan dan reklamasi, ditemukan pelanggaran seperti ketidaksesuaian muatan kendaraan, kerusakan jalan akibat aktivitas tambang, dan minimnya pelaksanaan reklamasi oleh perusahaan, baik legal maupun ilegal. Keterlibatan masyarakat dalam proses pengawasan juga masih rendah, dan koordinasi antar lembaga pemerintah belum optimal. | ||||||
