Abstract

The El-Nino phenomenon caused a significant decline in agricultural production, especially food crops, prompting the government to implement the National Movement to Address the Impact of El-Nino as a form of fiscal intervention. This study aims to analyze the economic impact of government spending through the Gernas program on changes in output, labor compensation, and business surplus. The method used is Input-Output (IO) analysis with the approach of the 2020 Indonesian Domestic Transaction Input-Output Table at Basic Prices. The results of the study indicate that budget allocation for water supply products has the most significant economic impact compared to other products, both in terms of output, labor compensation, and business surplus. Meanwhile, the energy sector, such as electricity, and the agricultural sector, such as rice and corn, show a lower impact on economic growth. These findings indicate that strengthening water infrastructure can be an effective strategy in strengthening national economic resilience to climate anomalies.

Additional Information: Fenomena El-Nino menyebabkan penurunan signifikan pada produksi pertanian, terutama tanaman pangan, sehingga mendorong pemerintah untuk melaksanakan program Gerakan Nasional Penanganan Dampak El-Nino sebagai bentuk intervensi fiskal. Penelitian ini bertujuan untuk menganalisis dampak ekonomi dari pengeluaran pemerintah melalui program Gernas terhadap perubahan output, kompensasi tenaga kerja, dan surplus usaha. Metode yang digunakan adalah analisis Input-Output (IO) dengan pendekatan Tabel Input-Output Indonesia Transaksi Domestik Atas Dasar Harga Dasar tahun 2020. Hasil penelitian menunjukkan bahwa pengalokasian anggaran pada produk pengadaan air memberikan dampak ekonomi paling signifikan dibandingkan produk lainnya, baik terhadap output, kompensasi tenaga kerja, maupun surplus usaha. Sementara itu, sektor energi seperti listrik dan sektor pertanian seperti padi dan jagung menunjukkan dampak yang lebih rendah terhadap pertumbuhan ekonomi. Temuan ini mengindikasikan bahwa penguatan infrastruktur air dapat menjadi strategi yang efektif dalam memperkuat ketahanan ekonomi nasional terhadap anomali iklim.
