Abstract

This study analyzes the fixed asset management system at Perum DAMRI Serang Branch, focusing specifically on the operation and maintenance of its bus fleet. The main issues include a high number of inactive vehicles, the predominance of reactive maintenance which increases costs, and an imbalanced budget allocation. Operational scheduling often overlooks the technical condition of vehicles, negatively affecting safety and service quality. The asset management system is not yet based on preventive maintenance, resulting in low operational efficiency and poor accountability in managing state-owned assets. This research employs a descriptive qualitative approach, using observation, interviews, and documentation for data collection. The findings reveal that maintenance is still predominantly corrective, while preventive and predictive maintenance practices remain suboptimal due to limitations in resources, technology, and internal coordination. The study recommends the strategic integration of all three maintenance approaches, supported by technology, technical training, and digital monitoring systems, to enhance cost efficiency, passenger safety, and the long-term quality of public transportation services

Penelitian ini menganalisis sistem manajemen aset tetap pada Perum DAMRI Cabang Serang, dengan fokus pada pengoperasian dan pemeliharaan armada bus. Permasalahan utama meliputi tingginya jumlah armada tidak aktif, dominasi pemeliharaan reaktif yang meningkatkan biaya, serta alokasi anggaran yang belum seimbang. Penjadwalan operasional sering mengabaikan kondisi teknis kendaraan, sehingga menurunkan keselamatan dan kualitas layanan. Sistem manajemen aset belum berbasis preventive maintenance, yang menyebabkan rendahnya efisiensi operasional serta akuntabilitas pengelolaan BMN. Penelitian ini menggunakan pendekatan deskriptif kualitatif dengan teknik observasi, wawancara, dan dokumentasi. Hasilnya menunjukkan bahwa pemeliharaan masih berfokus pada corrective maintenance, dengan preventive dan predictive maintenance belum optimal akibat keterbatasan sumber daya, teknologi, dan koordinasi. Rekomendasi mencakup integrasi ketiga pendekatan pemeliharaan secara strategis melalui dukungan teknologi, pelatihan teknis, dan sistem monitoring digital untuk meningkatkan efisiensi biaya, keselamatan, dan kualitas layanan publik secara berkelanjutan
