Abstract
The Child Friendly City in Serang City itself has received the Pratama predicate since 2018 for the KLA award, meaning that for more than 5 years Serang City has been at the lowest KLA predicate at the KLA evaluation stage, of course this is due to many factors that cause the value of the assessment of Serang City in the Child Friendly City to not be achieved. The purpose of this research is to analyze the Policy Evaluation of Serang City Regional Regulation Number 06 of 2015 concerning Child Friendly Cities in 2023-2024 in all KLA clusters. The theory that becomes the analysis knife in this research is Daniel Stufflebeam's evaluation theory in which there are four variables, namely CIPP Concept evaluation, Input evaluation, Process evaluation, and Product evaluation (Stufflebeam and Zhang 2017). The research method uses a case study, the research approach uses a qualitative approach with a descriptive design in it. Research informants from the KLA task force of Serang City are DP3AKB, Bappeda, Disdikbud, Dinsos, Dinkes, Dispusipda, Academics, Children's Forum, UPTP2TP2A, Children, Media, and Society. The results of the research found that socialization related to the KLA program is still not evenly distributed to all communities, lack of coordination between KLA Task Forces, inadequate human resources, facilities and infrastructure, and a special budget for this KLA program, although in the KLA assessment there are several achievements in the assessment for each KLA cluster that show improvement and have an impact on the post.

| Additional Information: | Kota Layak Anak di Kota Serang sendiri sudah mendapatkan predikat pratama sejak tahun 2018 untuk penghargaan KLA, artinya lebih dari 5 tahun Kota Serang berada pada predikat KLA terrendah pada tahapan evaluasi KLA, tentunya ini dikarenakan banyak faktor sehingga menyebabkan tidak tercapainya nilai pada penilaian Kota Serang dalan Kota Layak Anak. Tujuan penelitian ini yaitu untuk menganalisis Evaluasi Kebijakan Peraturan Daerah Kota Serang Nomor 06 Tahun 2015 Tentang Kota Layak Anak Pada Tahun 2023-2024 di semua klaster KLA. Teori yang menjadi pisau analisis dalam penelitian ini ialah teori evaluasi Daniel Stufflebeam yang didalamnya terdapat empat variable yaitu CIPP Consept evaluation, Input evaluation, Process evaluation, and Product evaluation (Stufflebeam dan Zhang 2017). Metode penelitian menggunakan studi kasus, pendekatan penelitian menggunakan pendekatan kualitatif dengan desain deskriptif didalamnya. Informan penelitian dari gugus tugas KLA Kota Serang yaitu DP3AKB, Bappeda, Disdikbud, Dinsos, Dinkes, Dispusipda, pihak Akademisi, Forum Anak, UPTP2TP2A, Anak, Media, dan Masyarakat. Hasil penelitian yang ditemui bahwa sosialisasi terkait program KLA, masih belum merata kepada semua masyarakat, kurangnya koordinasi antar Gugus Tugas KLA, belum memadainya SDM, sarana dan prasarana, serta anggaran kusus untuk program KLA ini, walaupun dalam penilaian KLA ada beberapa prestasi dalam penilaian untuk setiap klaster KLA yang menunjukkan peningkatan dan memberikan dampak positif bagi anak-anak di Kota Serang hal ini harus terus dijalankan agar bisa terus memberikan dampak positif dan bisa menyelesaikan masalah anak di Kota Serang secara berkelanjutan dan lebih merata. | |||||||||
