Abstract
Since Since its independence, the Indonesian government has been committed to creating a just and prosperous society, as reflected in the Preamble and Article 28C of the 1945 Constitution. However, poverty and social inequality remain major challenges. To address this, the government has implemented various policies, one of which is the Family Hope Program (PKH), launched in 2007. PKH is a conditional cash transfer program aimed at improving the welfare of poor families by supporting education, health, and social protection components, as regulated by Ministerial Regulation No. 1 of 2018. This study analyzes the implementation of the PKH policy for community welfare in Pekayon Village, Sukadiri District, Tangerang Regency. It examines supporting and inhibiting factors in its implementation and efforts to overcome the challenges. The research applies legal enforcement and welfare theories to assess the obstacles and effectiveness of PKH. Using a juridical-empirical approach with descriptive-analytical methods, the study collected primary data through interviews with the Social Office, PKH facilitators, and beneficiaries, and secondary data from regulations and relevant literature. The findings show that although PKH has targeted vulnerable groups such as the elderly and school-aged children, significant issues remain, particularly inaccurate targeting due to unreliable DTKS data and weak supervision. As a result, some ineligible recipients still receive aid, while deserving families are left out. The study recommends improved data coordination, enhanced facilitator training, active participation of beneficiaries, and further research on PKH effectiveness.

| Additional Information: | Pemerintah Indonesia, sejak awal kemerdekaan, berkomitmen untuk menciptakan masyarakat yang adil dan makmur sebagaimana tercermin dalam Pembukaan dan Pasal 28C UUD 1945. Namun, kemiskinan tetap menjadi tantangan serius yang dihadapi, seiring dengan ketimpangan sosial dan ekonomi yang masih mencolok. Dalam rangka mengatasi masalah tersebut, pemerintah mengimplementasikan berbagai kebijakan, salah satunya adalah Program Keluarga Harapan (PKH) yang diluncurkan sejak tahun 2007. PKH sebagai program bantuan sosial bersyarat bertujuan untuk meningkatkan kesejahteraan masyarakat miskin dengan memfasilitasi pemenuhan komponen pendidikan, kesehatan, dan kesejahteraan sosial, sebagaimana diatur dalam Permensos No. 1 Tahun 2018. Penelitian ini menganalisis bagaimana implementasi kebijakan PKH untuk kesejahteraan masyarakat di Desa Pekayon, Kecamatan Sukadiri, Kabupaten Tangerang? Serta, apa saja faktor pendukung dan penghambat dalam pelaksanaannya dan bagaimana upaya mengatasi permasalahan tersebut?. Penelitian ini menggunakan teori penegakan hukum dan teori kesejahteraan untuk menganalisis hambatan dan efektivitas kebijakan PKH dalam meningkatkan kesejahteraan masyarakat. Metode yang digunakan dalam penelitian ini adalah pendekatan yuridis empiris dengan pendekatan deskriptif-analitis, yang menggabungkan data primer melalui wawancara dengan Dinas Sosial, pendamping, dan penerima PKH, serta data sekunder berupa peraturan, jurnal, dan dokumen terkait. Hasil penelitian menunjukkan bahwa meskipun PKH telah berhasil menyasar kelompok rentan seperti lansia dan anak sekolah, terdapat kendala signifikan terkait ketidaktepatan sasaran akibat ketidakakuratan data dalam DTKS dan kurangnya pengawasan. Hal ini mengakibatkan beberapa penerima yang tidak berhak mendapatkan bantuan, sementara yang seharusnya layak justru tidak terdaftar.
