Abstract
The Quality Family Village (Kampung Keluarga Berkualitas) initiative was established with the aim of enhancing human quality at the grassroots level through programs related to population management, family planning, family development, and the advancement of associated sectors. This initiative seeks to foster the development of small, high-quality families, thereby contributing to population control. The implementation of the Quality Family Village is not solely focused on the use of contraceptive methods; rather, it aligns with a broader master plan that envisions continuous development in various sectors, including education, health, and community welfare. This study employs a descriptive qualitative approach. Data were collected through interviews, observation, and documentation. Based on the findings regarding collaborative governance in the implementation of the Asafa Quality Family Village Program in Tegal Bunder Urban Village, Purwakarta Subdistrict, Cilegon City, it can be concluded that stakeholder collaboration has been functioning adequately. However, certain limitations remain, primarily due to weak inter-agency (OPD) commitment, limited public understanding, and low levels of community participation. While an institutional framework is in place, it is not yet supported by active coordination and evaluation mechanisms. Facilitative leadership has been relatively effective, though not fully complemented by support from other stakeholders, particularly government agencies. Collaboration with the private sector and non-governmental organizations has shown promising results and has positively influenced program implementation, although it has not yet reached an optimal level.

| Additional Information: | Kampung Keluarga Berkualitas ini dibentuk untuk meningkatkan kualitas hidup manusia di tingkat atau setara melalui program kependudukan, keluarga berencana, dan pembangunan keluarga serta pembangunan sektor terkait dalam rangka mewujudkan keluarga kecil berkualitas. Dengan tujuan agar di suatu wilayah bisa terbentuk suatu keluarga kecil yang berprestasi, sehingga lonjakan penduduk bisa dikendalikan, serta pencanangan Kampung Keluarga Berkualitas tidak hanya berpacu pada penggunaan alat kontrasepsi semata. Sesuai masterplannya, daerah kampung bisa terus berkembang baik dalam segi pendidikan, kesehatan dan bidang lainnya. Metode yang digunakan adalah kualitatif deskriptif. Teknik pengumpulan data yang digunakan adalah wawancara, observasi, dan dokumenmebgenaitasi. Berdasarkan hasil penelitian mengenai Collaborative Governance melalui Program Kampung Keluarga Berkualitas Asafa di Kelurahan Tegal Bunder Kecamatan Purwakarta Kota Cilegon, dapat disimpulkan bahwa Kolaborasi antar stakeholder sudah berjalan optimal namun masih ada beberapa kekurangan akibat lemahnya komitmen lintas OPD, pemahaman serta partisipasi masyarakat yang masih kurang. Desain kelembagaan telah ada, tetapi belum didukung oleh mekanisme koordinasi dan evaluasi yang aktif. Kepemimpinan fasilitatif cukup aktif, namun belum diimbangi oleh fasilitasi dari pihak lain terutama OPD. Proses kolaborasi dengan sektor swasta dan lembaga non-pemerintah sudah cukup baik sehingga mampu mendorong pelaksanaan program Kampung Keluarga Berkualitas dengan baik walaupun belum optimal. | |||||||||
