Abstract
This study aims to compare community empowerment carried out by female village heads through integrated health post (Posyandu) cadres in Tirem Village and Lebak Wangi Village. Using the ACTORS theory of community empowerment by Sarah Cook and Steve Macaulay (1997), this study used six empowerment indicators: authority, confidence, trust, opportunity, responsibility, and support. The method used was a qualitative, collective case study approach, through interviews, observation, and documentation. The results show differences in the implementation of community empowerment through integrated health post (Posyandu) cadres. In Tirem Village, Posyandu cadres act as technical implementers in the empowerment process, while in Lebak Wangi Village, cadres are given full opportunity and authority to make decisions regarding the Supplementary Feeding (PMT) program. Cadres' self-confidence in Lebak Wangi Village is higher thanks to intensive training, while in Tirem Village, cadres tend to rely on the village head's direction. The success of the Supplementary Feeding (PMT) program requires support from several parties, such as the government, community health centers, and the community. This study provides new insights into the comparison of community empowerment carried out by female village heads in two different villages, as well as the importance of active community participation in improving children's health and nutrition.

| Additional Information: | Penelitian ini bertujuan untuk membandingkan pemberdayaan masyarakat yang dilakukan oleh kepala desa perempuan melalui kader posyandu di Desa Tirem dan Desa Lebak Wangi. Dengan menggunakan teori ACTORS pemberdayaan masyarakat menurut Sarah Cook dan Steve Macaulay (1997), penelitian ini menggunakan enam indikator pemberdayaan diantaranya authority, confidence, trust, opportunity, responsibility, support. Metode yang digunakan adalah kualitatif dengan pendekatan studi kasus kolektif, melalui wawancara, observasi, dan dokumentasi. Hasil penelitian menunjukkan perbedaan dalam pelaksanaan pemberdayaan masyarakat melalui kader posyandu. Di Desa Tirem, kader posyandu berperan sebagai pelaksana teknis dalam pelaksanaan pemberdayaan, sedangkan di Desa Lebak Wangi kader diberikan kesempatan dan kewenangan penuh untuk mengambil keputusan dalam program Pemberian Makanan Tambahan (PMT). Kepercayaan diri kader di Desa Lebak Wangi lebih tinggi, berkat pelatihan yang intensif, sementara di Desa Tirem, kader cenderung bergantung pada arahan kepala desa. Keberhasilan program pemberian makanan tambahan (PMT) memerlukan dukungan dari beberapa pihak, seperti pemerintah, puskesmas dan masyarakat. Penelitian ini memberikan wawasan baru mengenai perbandingan pemberdayaan masyarakat yang dilakukan oleh kepala desa perempuan di dua desa yang berbeda, serta pentingnya partisipasi aktif masyarakat dalam meningkatkan kesehatan dan gizi anak. | ||||||
