Abstract
This study aims to analyze the role of Government Public Relations, especially in the Department of Communication Information statistics and coding (Kominfo) Cilegon, in supporting regional development programs. In practice, the Public Relations function is often not running optimally, both in terms of human resources competence, cross-organizational coordination of regional devices (OPD), to the utilization of communication media. Qualitative approach is used in this study with the method of case studies and data collection techniques through interviews, observations, and documentation. The results showed that the role of Public Relations Kominfo Cilegon includes functions as an expert advisor, facilitator of communication, facilitator of problem solving, as well as communication technicians. However, there are still challenges such as low understanding of the strategic function of Public Relations and lack of structural and technical support. This study recommends the need to strengthen the role of Public Relations through capacity building, two-way communication strategies, and Inter-OPD synergies to improve the effectiveness of delivering development information to the community.

| Additional Information: | Penelitian ini bertujuan untuk menganalisis peran Humas Pemerintah, khususnya di Dinas Komunikasi Informatika Statistik dan Persandian (Kominfo) Kota Cilegon, dalam mendukung program pembangunan daerah. Dalam pelaksanaannya, fungsi Humas sering kali belum berjalan secara optimal, baik dari segi kompetensi SDM, koordinasi lintas Organisasi Perangkat Daerah (OPD), hingga pemanfaatan media komunikasi. Pendekatan kualitatif digunakan dalam penelitian ini dengan metode studi kasus dan teknik pengumpulan data melalui wawancara, observasi, dan dokumentasi. Hasil penelitian menunjukkan bahwa peran Humas Kominfo Kota Cilegon mencakup fungsi sebagai penasihat ahli, fasilitator komunikasi, fasilitator pemecahan masalah, serta teknisi komunikasi. Namun, masih ditemukan berbagai tantangan seperti rendahnya pemahaman atas fungsi strategis Humas dan kurangnya dukungan struktural serta teknis. Penelitian ini merekomendasikan perlunya penguatan peran Humas melalui peningkatan kapasitas, strategi komunikasi dua arah, serta sinergi antar-OPD guna meningkatkan efektivitas penyampaian informasi pembangunan kepada masyarakat. | |||||||||
