Abstract
The role of the tourism office to increase tourist visits has been regulated in article 40 paragraph (3) of serang regency regulation number 8 of 2014 concerning the master plan for tourism development of serang regency 2014-2025. The strategic policy for strengthening the capacity of tourism organizations in local government as well as business nd community sectors. The identification of these problems is related to the implementation of the role of the two and the obstacles to implementation faced by the role of the office. The theory used isthe theory of authority and the theory of the welfare state. The method used is perfect research with an analytical descriptive approach. The data sources used are primary data and secondary data, primary data is that which is used directly from the source, namely through interviews. Secondary data is data obtained from official documents, booksrelated to the research object, research results in the form of reports. Data analysis was carried out using a qualitative approach. The results of the study indicate that tourism has the potential to be used as an instrument in improving the quality of life of the community, especially resident around regional tourism destinations. The strategic prospect in the tourism sector are a very significant apportunity for serang regency. The development of tourism destinations has obstacles in serang regency, including that tourism infrastructure in serang regency is not yet adequate. The suggestion that is expected is that infrastructure managers must be able to immediately find a strategy so that it is immediately adequate and the condition of the community that is aware of tourism must be able to be further improved, especially in serang regency in supporting tourism.

| Additional Information: | Peran dinas pariwisata untuk meningkatkan kunjungan wisata telah diatur dalam Pasal 40 Ayat (3) Perda Kabupaten Serang Nomor 8 Tahun 2014 Tentang Rencana Induk Pembangunan Kepariwisataan Kabupaten Serang Tahun 2014-2015. Kebijakan strategi penguatan kapasitas organisasi kepariwisataan di pemerintah daerah maupun dunia usaha dan masyarakat. Identifikasi masalah ini yakni terkait pelaksanaan peran dinas dan penghambat pelaksanaan yang dihadapi oleh peran dinas. Teori yang digunakan adalah teori kewenangan dan teori negara kesejahteraan. Metode yang digunakan adalah yuridis empiris dengan pendekatan deskkriptif analistis. Sumber data yang digunakan ialah data primer dan data sekunder, data primer yakni yang digunakan langsung dari sumbernya, yakni melalui wawancara. Data sekunder yakni data yang diperoleh dari dokumen-dokumen resmi, buku-buku yang berhubungan dengan objek penelitian, hasil penelitian dalam bentuk laporan. Analisis data dilakukan menggunakan pendekatan kualitatif. Hasil penelitian menunjukkan bahwa pariwisata mempunyai potensi untuk dijadikan instrument dalam meningkatkan kualitas hidup masyarakat, khususnya penduduk sekitar destinasi pariwisata daerah. Prospek yang straegis pada sektor pariwisata tersebut menjadi peluang yang sangat berarti bagi kabupaten serang. Pengembangan destinasi pariwisata memiliki hambatan di kabupaten serang diantaranya bahwa sarana prasarana pariwisata di kabupaten serang belum memadai. Saran yang diharpkan pengelola sarana prasarana harus bisa segera mencari strategi agar segera memadai dan kondisi masyarakat sadar wisata harus bisa lebih ditingkatkan khususnya di kabupaten serang dalam mendukung pariwisata. | |||||||||
