Abstract
This study aims to understand the perspective of gender equality in accessing structural positions within the Government of Cilegon City, focusing on the barriers and experiences of women in the promotion process. The research employs a qualitative method with a narrative study approach, using in-depth interviews, observation, and documentation. The analysis adopts Ribot and Peluso’s theory of access, which emphasizes that access is not only determined by formal rights but also by social and institutional capabilities to utilize opportunities. The findings identify four forms of access that influence women’s ability to occupy structural positions: (1) legal access, referring to a merit-based system without affirmative support; (2) illegal access, in the form of cultural discrimination and gender stereotypes; (3) labor access, which reflects the low representation of women in strategic positions; and (4) authority access, referring to limited female involvement in strategic decision-making. This study affirms that structural barriers and patriarchal culture continue to hinder women from gaining substantive access to bureaucratic leadership. Therefore, affirmative policies and a supportive organizational culture are essential to promoting women's leadership.

| Additional Information: | Penelitian ini bertujuan untuk memahami perspektif kesetaraan gender dalam akses terhadap jabatan struktural di Pemerintah Kota Cilegon, dengan fokus pada hambatan dan pengalaman perempuan dalam proses promosi jabatan. Penelitian menggunakan metode kualitatif dengan pendekatan studi naratif, melalui wawancara, observasi, dan dokumentasi. Analisis menggunakan teori akses Ribot dan Peluso, yang menekankan bahwa akses tidak hanya ditentukan oleh hak formal, tetapi juga oleh kemampuan sosial dan institusional untuk memanfaatkan peluang. Hasil penelitian menunjukkan empat bentuk akses yang memengaruhi perempuan dalam menduduki jabatan struktural: (1) akses legal, berupa sistem merit tanpa dukungan afirmatif; (2) akses tidak legal, berupa diskriminasi budaya dan stereotip gender; (3) akses tenaga kerja, yaitu rendahnya representasi perempuan di posisi strategis; dan (4) akses otoritas, yakni terbatasnya peran perempuan dalam pengambilan keputusan. Penelitian ini menegaskan bahwa hambatan struktural dan budaya patriarki masih menghalangi perempuan untuk mendapatkan akses substantif terhadap kepemimpinan birokrasi.
