Abstract
The clean water crisis in Jakarta is a serious challenge that affects people's lives, especially in coastal and densely populated areas. This study aims to analyze the strategy of the DKI Jakarta Provincial Government in implementing a water security approach to achieve sustainable water security. Using qualitative methods and case studies, this study identifies gaps between policy norms, such as Law No. 17 of 2019 and DKI Jakarta Governor Regulation No. 93 of 2021, with the reality on the ground which shows that only around 30% of Jakarta's population is served by piped water networks. While the remaining 70% rely on alternative water sources that are often unsuitable. This study found that the inequality of clean water access is influenced by demographic, geological, and policy factors, which worsen the socio-ecological situation in Jakarta. Therefore, more inclusive and sustainable policy reforms are needed, with strengthening infrastructure, increasing community participation, and ecosystem conservation as strategic steps to achieve better water security in Jakarta.

| Additional Information: | Krisis air bersih di Jakarta menjadi tantangan serius yang mempengaruhi kehidupan masyarakat, terutama di wilayah pesisir dan padat penduduk. Penelitian ini bertujuan untuk menganalisis strategi Pemerintah Provinsi DKI Jakarta dalam mengimplementasikan pendekatan water security untuk mencapai ketahanan air berkelanjutan. Dengan menggunakan metode kualitatif dan studi kasus, penelitian ini mengidentifikasi kesenjangan antara norma kebijakan, seperti UU No. 17 Tahun 2019 dan Pergub DKI No. 93 Tahun 2021, dengan realitas di lapangan yang menunjukkan bahwa hanya sekitar 30% penduduk Jakarta yang terlayani oleh jaringan air perpipaan. Sementara 70% sisanya bergantung pada sumber air alternatif yang sering kali tidak layak. Penelitian ini menemukan bahwa ketimpangan akses air bersih dipengaruhi oleh faktor demografis, geologis, dan kebijakan, yang memperburuk situasi sosial-ekologis di Jakarta. Oleh karena itu, diperlukan reformasi kebijakan yang lebih inklusif dan berkelanjutan, dengan penguatan infrastruktur, peningkatan partisipasi masyarakat, dan konservasi ekosistem sebagai langkah strategis untuk mencapai ketahanan air yang lebih baik di Jakarta. | ||||||
