Abstract

This research is motivated by the rampant corruption of village funds which has become an obstacle to development and violates the principle of social justice. This phenomenon urges the importance of in-depth research, because the practice of budget misuse often occurs systematically in local social and political networks. This research is comparative in nature with a focus on two case studies, namely Katulisan Village and Lontar Village, which have different actor configurations and social contexts. The urgency of this research lies in the lack of studies that specifically map corruption networks at the village level using the perspective of Robert Lawang's social network theory and Syed Hussein Alatas's corruption theory. The results of the study show that corruption is not carried out individually, but rather through a closed and mutually beneficial social network structure. In Katulisan Village, the village head takes advantage of formal office relations and bureaucratic support to manipulate financial reports. Meanwhile, in Lontar Village, irregularities occur more openly, with a pattern of sharing rent with informal networks in order to maintain political loyalty. Based on the indicators of Alatas' theory, corrupt practices are supported by a permissive culture, weak supervision, and inequality of access to information. These findings confirm that social networks and local power relations play a significant role in the sustainability of corrupt practices, so that prevention strategies must consider the dynamics of actor relations more contextually. Village fund corruption is a problem that undermines the principle of social justice and worsens public trust in local government.

Additional Information: Penelitian ini dilatarbelakangi oleh maraknya korupsi dana desa yang menjadi penghambat pembangunan dan mencederai prinsip keadilan sosial. Fenomena ini mendesak pentingnya riset mendalam, karena praktik penyalahgunaan anggaran sering berlangsung sistematis dalam jejaring relasi sosial dan politik lokal. Penelitian ini bersifat komparatif dengan fokus pada dua studi kasus, yakni Desa Katulisan dan Desa Lontar, yang memiliki konfigurasi aktor serta konteks sosial berbeda. Urgensi riset ini terletak pada minimnya kajian yang secara spesifik memetakan jaringan korupsi di tingkat desa menggunakan perspektif teori jaringan sosial Robert Lawang dan teori korupsi Syed Hussein Alatas. Hasil penelitian menunjukkan bahwa korupsi tidak dilakukan secara individu, melainkan melalui struktur jejaring sosial yang tertutup dan saling menguntungkan. Di Desa Katulisan, kepala desa memanfaatkan relasi jabatan formal dan dukungan birokrasi untuk merekayasa laporan keuangan. Sementara di Desa Lontar, penyimpangan terjadi secara lebih terbuka, dengan pola pembagian rente kepada jejaring informal demi mempertahankan loyalitas politik. Berdasarkan indikator teori Alatas, praktik korupsi ditopang oleh budaya permisif, lemahnya pengawasan, dan ketimpangan akses informasi. Temuan ini menegaskan bahwa jejaring sosial dan relasi kekuasaan lokal memainkan peran penting dalam keberlanjutan praktik korupsi, sehingga strategi pencegahan harus mempertimbangkan dinamika relasi aktor secara lebih kontekstual. Korupsi dana desa merupakan persoalan yang merusak prinsip keadilan sosial dan memperburuk kepercayaan masyarakat terhadap pemerintahan lokal.
