Abstract
Mobile Samsat services face various obstacles that hamper operational effectiveness, including damage to the bus fleet which disrupts mobility, operational disruptions due to bad weather conditions, as well as discrepancies between the planned service schedule and its implementation in the field, thereby reducing the quality of service to the community. The aim of writing this research is to thoroughly evaluate the implementation of Motor Vehicle Tax (PKB) collection through the Mobile Samsat service in Pandeglang Regency, with a focus on effectiveness, efficiency and obstacles faced in the tax service process to the community directly in the field. The research results show that the service strategy implemented includes determining strategic service points, providing representative service car facilities, strengthening communication and public information through social media, as well as consistent service scheduling. Apart from that, the involvement of local governments and the police in supporting field operations is the key to success. Although there are still several obstacles such as damage to the bus fleet, bad weather conditions and inconsistent samsat schedules. In general, the Mobile Samsat service is considered effective in increasing public accessibility to tax services. The existence of this service also encourages increased public awareness of the obligation to pay taxes on time. Local governments need to evaluate Mobile Samsat vehicles and equipment, prepare a backup fleet, and schedule routine maintenance. Schedule adjustments, staff training, and the use of information technology as well as outreach to the public are important to increase effectiveness, professionalism and participation in vehicle tax services.

| Additional Information: | Pelayanan Samsat Keliling menghadapi berbagai kendala yang menghambat efektivitas operasional, antara lain kerusakan armada bus yang mengganggu mobilitas, gangguan operasional akibat kondisi cuaca buruk, serta ketidaksesuaian antara jadwal pelayanan yang telah direncanakan dengan pelaksanaannya di lapangan, sehingga menurunkan kualitas layanan kepada masyarakat. Tujuan dari penulisan penelitian ini adalah untuk mengevaluasi secara menyeluruh pelaksanaan penerapan pemungutan Pajak Kendaraan Bermotor (PKB) melalui layanan Samsat Keliling di Kabupaten Pandeglang, dengan fokus pada efektivitas, efisiensi, serta kendala yang dihadapi dalam proses pelayanan pajak kepada masyarakat secara langsung di lapangan. Hasil penelitian menunjukkan bahwa strategi pelayanan yang dilakukan meliputi penentuan titik layanan strategis, penyediaan fasilitas mobil layanan yang representatif, penguatan komunikasi dan informasi publik melalui media sosial, serta penjadwalan layanan yang konsisten. Selain itu, keterlibatan pemerintah daerah dan kepolisian dalam mendukung operasional lapangan menjadi kunci keberhasilan. Meskipun masih terdapat beberapa kendala seperti kerusakan armada bus, kondisi cuaca buruk dan jadwal samsat yang tidak konsisten. Secara umum layanan Samsat Keliling dinilai efektif dalam meningkatkan aksesibilitas masyarakat terhadap layanan perpajakan. Keberadaan layanan ini juga mendorong peningkatan kesadaran masyarakat akan kewajiban membayar pajak secara tepat waktu. Pemerintah daerah perlu evaluasi kendaraan dan alat Samsat Keliling, siapkan armada cadangan, dan jadwalkan pemeliharaan rutin. Penyesuaian jadwal, pelatihan staf, dan pemanfaatan teknologi informasi serta sosialisasi kepada masyarakat penting untuk meningkatkan efektivitas, profesionalisme, dan partisipasi dalam layanan pajak kendaraan. | ||||||
