Abstract

This paper discusses the strategy for optimizing Billboard Tax revenue at the Regional Financial, Revenue, and Asset Management Agency (BPKPAD) of Cilegon City. Billboard Tax holds great potential to increase Local Own-Source Revenue (PAD); however, its implementation still faces several challenges, such as low taxpayer compliance, unauthorized billboards, and weak supervision. This study employs a descriptive method using observation, interviews, and documentation techniques. The findings show that BPKPAD has conducted public outreach, established inter-agency collaboration, performed field supervision, and begun developing digital services. The main obstacles include lack of public awareness, limited supervision, a manual data recording system, and weak enforcement of sanctions. With the implementation of appropriate strategies, it is expected that Billboard Tax revenue can increase and contribute more significantly to regional income.

Additional Information: Penulisan ini membahas strategi optimalisasi penerimaan Pajak Reklame di Badan Pengelolaan Keuangan, Pendapatan dan Aset Daerah (BPKPAD) Kota Cilegon. Pajak Reklame memiliki potensi besar untuk meningkatkan Pendapatan Asli Daerah (PAD), namun pelaksanaannya masih menghadapi kendala seperti rendahnya kepatuhan wajib pajak, reklame tanpa izin, dan lemahnya pengawasan. Penulisan ini menggunakan metode deskriptif dengan teknik observasi, wawancara, dan dokumentasi. Hasil penulisan menunjukkan bahwa Badan Pengelolaan Keuangan, Pendapatan dan Aset Daerah (BPKPAD) telah melakukan sosialisasi, kerja sama lintas instansi, pengawasan lapangan, serta mulai mengembangkan layanan digital. Hambatan utama meliputi kurangnya sosialisasi, keterbatasan pengawasan, sistem pendataan manual, dan lemahnya penegakan sanksi. Dengan penerapan strategi yang tepat, diharapkan penerimaan Pajak Reklame dapat meningkat dan berkontribusi pada pendapatan daerah.
