Abstract
The Family Hope Program (Program Keluarga Harapan/PKH) is a key government initiative aimed at reducing poverty and improving the welfare of vulnerable groups. The issuance of the Director General of Social Protection and Security Decree No. 8/3/BS.00.01/1/2024 provides updated technical guidelines for the implementation of PKH. However, in Curug District, Serang City, the policy's implementation still encounters various challenges, including limited public understanding of the program’s mechanisms, the inadequate capacity of social facilitators, and administrative obstacles in aid distribution. Based on these issues, this study seeks to examine how the policy is being implemented at the local level and to identify the key factors influencing its success or failure. This research adopts the policy implementation theory proposed by Mazmanian and Sabatier, which emphasizes three key variables: (1) The Tractability of the Problem, (2) The Ability of the Statute to Structure the Implementation Process Effectively, and (3) Non-Statutory (External) Variables Affecting the Implementation Process. These theoretical dimensions serve as the analytical framework for evaluating the implementation of PKH from policy design to frontline execution. The study employs a qualitative descriptive method using a case study approach. Data collection techniques include in�depth interviews, participatory observation, and policy document analysis. The findings reveal that successful implementation of PKH depends significantly on the active role of social facilitators, the accuracy of beneficiary data, and effective coordination among the Social Affairs Office, local government, and the community. The main constraints are low policy literacy among beneficiaries and inconsistent local reporting. The study recommends strengthening institutional capacity, improving public communication strategies in policy dissemination, and utilizing digital information systems to enhance program governance. These measures are essential for ensuring that social policies like PKH are implemented more effectively, transparently, and inclusively.

| Additional Information: | Pelaksanaan Program Keluarga Harapan (PKH) merupakan salah satu bentuk intervensi strategis pemerintah dalam menanggulangi kemiskinan dan meningkatkan kualitas hidup kelompok rentan. Keputusan Direktur Jenderal Perlindungan dan Jaminan Sosial No. 8/3/BS.00.01/1/2024 menjadi pedoman teknis terbaru dalam pelaksanaan program tersebut. Namun, di Kecamatan Curug, Kota Serang, implementasi kebijakan ini masih menghadapi tantangan, seperƟ kurangnya pemahaman masyarakat terhadap mekanisme bantuan, lemahnya kapasitas pendamping sosial, serta kendala administraƟf dalam penyaluran bantuan. Berdasarkan fenomena tersebut, permasalahan yang diangkat dalam peneliƟan ini adalah bagaimana implementasi keputusan Dirjen tersebut berjalan di Ɵngkat lokal, serta faktor-faktor apa saja yang mempengaruhi keberhasilan atau hambatan dalam pelaksanaannya.PeneliƟan ini menggunakan teori implementasi kebijakan dari Mazmanian dan SabaƟer, yang menekankan Ɵga variabel utama: (1) Tingkat Kesulitan atau kemudahan dalam Mengendalikan Masalah, (2) Kemampuan Kebijakan Menstruktur Proses Implementasi Secara Tepat, serta (3) Variabel Eksternal yang Mempengaruhi Proses Implementasi. Teori ini digunakan sebagai kerangka pemikiran untuk mengevaluasi pelaksanaan PKH dari aspek desain kebijakan hingga reaksi aktor pelaksana di lapangan.Jenis peneliƟan yang digunakan adalah kualitaƟf deskripƟf dengan pendekatan studi kasus. Teknik pengumpulan data dilakukan melalui wawancara mendalam, observasi parƟsipaƟf, dan dokumentasi kebijakan. Hasil peneliƟan menunjukkan bahwa keberhasilan implementasi PKH sangat ditentukan oleh peran akƟf pendamping sosial, ketersediaan data penerima manfaat yang valid, serta koordinasi antara Dinas Sosial, pemerintah kecamatan, dan masyarakat. Kendala utama terletak pada minimnya literasi kebijakan di kalangan penerima manfaat dan inkonsistensi pelaporan di Ɵngkat lokal. PeneliƟan ini merekomendasikan penguatan kapasitas kelembagaan, peningkatan kualitas komunikasi publik dalam sosialisasi kebijakan, dan pemanfaatan teknologi informasi untuk memperbaiki tata kelola program. Dengan demikian, implementasi kebijakan sosial seperƟ PKH dapat berjalan lebih efekƟf, akuntabel, dan parƟsipaƟf. | |||||||||
