Abstract
This study aims to determine the implementation of the Green Open Space (RTH) policy in Serang City, especially in Walantaka Square. RTH is an important part of urban spatial planning that functions as a protected area and public space for the community. This research focuses on Serang City Regional Regulation Number 3 of 2013 concerning RTH Management. The method used is a descriptive qualitative approach with data collection techniques through observation, interviews, and documentation. The informants in this study include the Environment Agency, the Housing and Settlement Areas Office, and the local community. The results of the study show that the implementation of the RTH policy in Walantaka Square has not been running optimally. The obstacles found include limited land, lack of budget, lack of coordination between agencies, and low community participation. In addition, the lack of socialization from regional officials such as RW, village heads, and sub-districts makes the community not actively involved in the maintenance of RTH. There are still developers who have not implemented the obligation to provide RTH. Therefore, cooperation with the private sector and increased supervision of policy implementation are needed. Community involvement and strengthening regulations are expected to encourage the success of the RTH policy in Serang City.

| Additional Information: | Penelitian ini bertujuan untuk mengetahui implementasi kebijakan Ruang Terbuka Hijau (RTH) di Kota Serang, khususnya di Alun-Alun Walantaka. RTH merupakan bagian penting dari tata ruang perkotaan yang berfungsi sebagai kawasan lindung dan ruang publik bagi masyarakat. Penelitian ini berfokus pada Peraturan Daerah Kota Serang Nomor 3 Tahun 2013 tentang Pengelolaan RTH. Metode yang digunakan adalah pendekatan kualitatif deskriptif dengan teknik pengumpulan data melalui observasi, wawancara, dan dokumentasi. Informan dalam penelitian ini meliputi Dinas Lingkungan Hidup, Dinas Perumahan dan Kawasan Permukiman, serta masyarakat setempat. Hasil penelitian menunjukkan bahwa implementasi kebijakan RTH di Alun-Alun Walantaka belum berjalan optimal. Hambatan yang ditemukan antara lain keterbatasan lahan, minimnya anggaran, kurangnya koordinasi antarinstansi, serta rendahnya partisipasi masyarakat. Selain itu, kurangnya sosialisasi dari aparat wilayah seperti RW, lurah, dan kecamatan membuat masyarakat tidak terlibat aktif dalam pemeliharaan RTH. Masih ada pengembang yang belum melaksanakan kewajiban penyediaan RTH. Oleh karena itu, diperlukan kerja sama dengan pihak swasta dan peningkatan pengawasan terhadap pelaksanaan kebijakan. Keterlibatan masyarakat dan penguatan regulasi diharapkan dapat mendorong keberhasilan kebijakan RTH di Kota Serang. | |||||||||
