Abstract

The JAKEVO (Jakarta Evolution) application was created by DKI Jakarta DPMPTSP in the context of licensing and non-licensing service reform to improve the quality and facilitate licensing and non-licensing services. This research aims to evaluate licensing and non-licensing services on the JAKEVO Application which has been running for almost seven years. During its implementation, there are various kinds of obstacles that arise such as passive officer response to complaints, maintenance, lack of Human Resources, and completion time that is not in accordance with the specified estimate. This study uses qualitative research methods with data collection techniques are observation, interviews, and documentation. This research uses the theory of Service Standards according to Zaenal Mukarom. The results of this study indicate that licensing and non-licensing services through the JAKEVO Application have been running well even though there are still technical problems such as server constraints, difficult to use features, slow service processes, and explanations of requirements are still less than optimal. However, researchers observed that service officers have compiled and disseminated well the requirements, flow, and so on in the regulations made by the DKI Jakarta DPMPTSP.

Additional Information: Aplikasi JAKEVO (Jakarta Evolution) dibuat oleh DPMPTSP DKI Jakarta dalam rangka reformasi pelayanan perizinan dan non perizinan untuk meningkatkan kualitas dan mempermudah pelayanan perizinan dan non perizinan. Penelitian ini bertujuan untuk mengevaluasi pelayanan perizinan dan non perizinan pada Alikasi JAKEVO yang sudah berjalan selama hampir tujuh tahun. Selama penerapannya, tedapat berbagai macam kendala yang muncul seperti pasifnya respon petugas terhadap keluhan, kendala maintenance, kurangnya Sumber Daya Manusia, dan waktu penyelesaian yang tidak sesuai dengan estimasi yang ditetapkan. Penelitian ini menggunakan metode penelitian kualitatif dengan teknik pengumpulan datanya adalah observasi, wawancara, dan dokumentasi. Penelitian ini menggunakan teori Standar Pelayanan menurut Zaenal Mukarom. Hasil penelitian ini menunjukkan bahwa pelayanan perizinan dan non perizinan melalui Aplikasi JAKEVO sudah berjalan dengan baik walaupun masih terdapat kendala teknis seperti kendala server, fitur sulit digunakan, proses pelayanan lambat, dan penjelasan persyaratan masih kurang optimal. Namun, peneliti mengamati bahwa petugas layanan sudah menyusun dan menyebarluaskan dengan baik mengenai persyaratan, alur, dan sebagainya dalam peraturan yang dibuat oleh DPMPTSP DKI Jakarta.
