Abstract
The Jakarta Student Excellence Card Program (KJMU) has been running for eight years, but still faces various implementation problems, such as delays in fund disbursement, the absence of a feasibility study of the amount of assistance, to weak supervision and socialization. This study aims to evaluate the implementation of the KJMU Program at State Universities using the CIPP (Context, Input, Process, Product) evaluation model with a descriptive qualitative approach. Context evaluation shows that the program has been designed according to community needs, supported by adaptive regulations, and aims to increase access to higher education as an effort to break the poverty chain. The input evaluation found that human resources, digital systems, and budget allocations are available, but still require capacity building, more effective utilization, and strengthening of information systems. The process evaluation shows that administrative activities have been quite structured, but supervision of the use of funds and the implementation of community service obligations has not been carried out thoroughly. Variations in campus policies related to UKT and disbursement mechanisms also create inequalities. The product evaluation shows that the program has a positive impact on study continuity and student motivation, but there are still challenges of inaccurate targeting and uneven application of academic indicators. This study recommends that the program be continued with a number of improvements, such as adjusting the amount of assistance, improving digital information systems, synchronizing DTKS and PDDikti data, scheduling transparent fund disbursements, strengthening sanction regulations, and continuous socialization.

| Additional Information: | Program Kartu Jakarta Mahasiswa Unggul (KJMU) telah berjalan selama delapan tahun, namun masih menghadapi berbagai permasalahan implementasi, seperti keterlambatan pencairan dana, belum adanya kajian kelayakan besaran bantuan, hingga lemahnya pengawasan dan sosialisasi. Penelitian ini bertujuan mengevaluasi pelaksanaan Program KJMU pada Perguruan Tinggi Negeri menggunakan model evaluasi CIPP (Context, Input, Process, Product) dengan pendekatan kualitatif deskriptif. Evaluasi konteks menunjukkan bahwa program telah dirancang sesuai kebutuhan masyarakat, didukung regulasi yang adaptif, serta bertujuan meningkatkan akses pendidikan tinggi sebagai upaya memutus rantai kemiskinan. Evaluasi input ditemukan bahwa SDM, sistem digital, dan alokasi anggaran telah tersedia, namun masih memerlukan peningkatan kapasitas, pemanfaatan yang lebih efektif, serta penguatan sistem informasi. Evaluasi proses menunjukkan bahwa kegiatan administratif telah berjalan cukup terstruktur, namun pengawasan terhadap penggunaan dana dan pelaksanaan kewajiban pengabdian masyarakat masih belum terlaksana secara menyeluruh. Variasi kebijakan kampus terkait UKT dan mekanisme pencairan juga menimbulkan ketimpangan. Evaluasi produk memperlihatkan program berdampak positif terhadap keberlangsungan studi dan motivasi mahasiswa, namun masih terdapat tantangan ketidaktepatan sasaran dan penerapan indikator akademik yang belum merata. Penelitian ini merekomendasikan program untuk tetap dilanjutkan dengan sejumlah perbaikan, seperti penyesuaian besaran bantuan, peningkatan sistem informasi digital, sinkronisasi data DTKS dan PDDikti, penjadwalan pencairan dana yang transparan, penguatan regulasi sanksi, serta sosialisasi yang berkelanjutan. | ||||||
