Abstract
The policy of integrating feeder transportation into the Bus Rapid Transit system in Jakarta is motivated by several issues, including the existence of non-BRT routes that are not integrated with the main BRT service, inadequate supporting infrastructure for the service, and unpredictable bus arrival times that cause congestion at waiting locations. This study aims to evaluate the feeder transport integration policy, specifically for non-BRT services in the Jakarta area. The method used in this study is a descriptive method with a qualitative approach. Data analysis techniques use the model according to Miles, Hubberman, and Saldana with four components: data collection, data reduction, data presentation, and drawing conclusions and verification. This study employs William N. Dunn's evaluation theory, which includes criteria such as effectiveness, efficiency, equity, adequacy, responsiveness, and accuracy. Overall, the policy of integrating feeder transportation into the Transjakarta BRT system has been optimal in improving accessibility, connectivity, and the number of public transportation users. However, there are still several aspects that need to be improved to ensure this policy runs more optimally, inclusively, and fairly. This policy has successfully improved accessibility and connectivity of public transportation, with a significant increase in the number of service users post-pandemic. However, time efficiency is still affected by dynamic traffic conditions, while human resource management and budgeting have been handled effectively. In terms of equity, the benefits of the policy have been felt fairly, but supporting infrastructure is not yet evenly distributed across all regions. The responsiveness of policy implementers is good, with complaint channels and quick responses to public concerns. Finally, the accuracy of this policy has addressed mobility needs in densely populated residential areas and areas not yet served by the main BRT routes.

Penelitian ini bertujuan untuk mengevaluasi kebijakan integrasi angkutan pengumpan terkhusus layanan NonBRT di wilayah Jakarta. Metode yang digunakan dalam penelitian ini yaitu metode deskriptif dengan pendekatan kualitatif. Teknik analisis data menggunakan model menurut Miles, Hubberman, dan Saldana dengan empat komponen yaitu: pengumpulan data, reduksi data, penyajian data, dan penarikan kesimpulan serta verifikasi. Penelitian ini menggunakan teori evaluasi menurut William N Dunn yang memiliki kriteria efektivitas, efisiensi, perataan, kecukupan, responsivitas, dan ketepatan. Secara keseluruhan, kebijakan integrasi angkutan pengumpan (feeder) ke dalam sistem BRT Transjakarta sudah optimal dalam meningkatkan aksesibilitas, konektivitas, dan jumlah pengguna transportasi publik, namun masih terdapat beberapa aspek yang perlu ditingkatkan agar kebijakan ini dapat berjalan lebih optimal, inklusif, dan berkeadilan. Bahwa kebijakan ini telah berhasil meningkatkan aksesibilitas dan konektivitas transportasi publik, dengan peningkatan signifikan jumlah pengguna layanan pascapandemi. Namun, efisiensi waktu masih terpengaruh oleh kondisi lalu lintas yang dinamis, pengelolaan sumber daya manusia dan anggaran telah dilakukan dengan baik. Dalam perataan, manfaat kebijakan sudah dirasakan secara adil, akan tetapi prasarana pendukung belum merata di seluruh wilayah. Responsivitas pelaksana kebijakan baik, dengan adanya saluran pengaduan dan respon cepat terhadap keluhan masyarakat. Terakhir, ketepatan kebijakan ini telah menjawab kebutuhan mobilitas di kawasan permukiman padat dan area yang belum dilalui oleh jalur BRT utama. | ||||||
