Abstract
This study aims to analyze the effect of the Public Service Obligation (PSO) tariff subsidy policy on the quality of TransJakarta Bus Rapid Transit (BRT) services. The main focus of the research is to find out how much the impact of the PSO tariff subsidy policy contributes to improving the quality of Transjakarta BRT services. The approach used in this research is quantitative associative, with the theory of public policy impact from Thomas R. Dye (1981) as the basis for analyzing the impact of the PSO subsidy policy, as well as the SERVQUAL theory by Parasuraman et al. (1990) as a reference for measuring service quality. Sampling was done by purposive sampling with proportional distribution on 14 main corridors of Transjakarta BRT, resulting in a total of 205 respondents. Data were obtained through questionnaires and analyzed using simple linear regression. The results showed that the impact of the PSO tariff subsidy policy has a positive and significant effect on the quality of TransJakarta BRT service partially, which is indicated by the rejection of the null hypothesis (H₀), with a contribution of 31.1 percent based on the coefficient of determination (R²). This indicates the real role of subsidies in supporting service quality, although there are still other factors that influence it. This finding suggests that while PSO subsidies play an important role in maintaining fare affordability and closing the operational cost gap, improving service quality also requires attention to non-financial aspects such as user comfort and trust. Therefore, there needs to be a balance between financial and non-financial aspects so that service quality can improve thoroughly and sustainably. The DKI Jakarta Provincial Government is advised to maintain a sustainable PSO subsidy scheme, while PT Transjakarta needs to strengthen synergies with theTransportation Agency, as well as develop non-farebox revenue.

Dye (1981) sebagai dasar analisis dampak kebijakan subsidi PSO, serta teori SERVQUAL oleh Parasuraman et al. (1990) sebagai acuan untuk mengukur kualitas pelayanan. Pengambilan sampel dilakukan secara purposive sampling dengan distribusi proporsional pada 14 koridor utama BRT Transjakarta, menghasilkan total 205 responden. Data diperoleh melalui kuesioner dan dianalisis menggunakan regresi linear sederhana. Hasil penelitian menunjukkan bahwa dampak kebijakan subsidi tarif PSO memiliki pengaruh positif dan signifikan terhadap kualitas pelayanan BRT TransJakarta secara parsial, yang ditunjukkan dengan ditolaknya hipotesis nol (H₀), dengan kontribusi sebesar 31,1 persen berdasarkan nilai koefisien determinasi (R²). Hal ini mengindikasikan adanya peran nyata subsidi dalam mendukung mutu layanan, meskipun masih terdapat faktor lain yang turut memengaruhi. Temuan ini menunjukkan bahwa meskipun subsidi PSO berperan penting dalam menjaga keterjangkauan tarif dan menutup kesenjangan biaya operasional, peningkatan kualitas layanan juga memerlukan perhatian pada aspek non-finansial seperti kenyamanan dan kepercayaan pengguna. Oleh karena itu, perlu adanya keseimbangan antara aspek finansial dan non-finansial agar kualitas layanan dapat meningkat secara menyeluruh dan berkelanjutan. Pemerintah Provinsi DKI Jakarta disarankan mempertahankan skema subsidi PSO yang berkelanjutan, sementara PT Transjakarta perlu memperkuat sinergi dengan Dinas Perhubungan, serta mengembangkan pendapatan non-farebox. | ||||||
