Abstract
Drugs represent a serious and complex global issue. The World Health Organization (2024) reports approximately 600,000 deaths annually due to drug abuse. In North Jakarta City, Kampung Muara Bahari in the Tanjung Priok District is the only area labeled as a drug village and serves as a “hotspot” for illicit drug trafficking. In response, the P4GN strategy (Prevention and Eradication of Drug Abuse and Illicit Trafficking) has been carried out with the North Jakarta City National Narcotics Agency (BNNK) acting as the leading sector. However, several challenges remain in carrying out this strategy, including the persistent prevalence of drug-related cases, suboptimal information management and education activities, limited human resources, and the lack of communication surveillance technology facilities. The purpose of this study is to provide alternative strategies for the North Jakarta City National Narcotics Agency (BNNK) in supporting the P4GN (Prevention and Eradication of Drug Abuse and Illicit Trafficking) efforts in Kampung Muara Bahari Tanjung Priok District. This research employs the SWOT analysis based on Rangkuti (2014). The study uses descriptive research design with a quantitative approach and SWOT analysis method. Data collection techniques include the distribution of questionnaires, non-participant observation, and document studies, with data analysis involving validity and reliability testing as an instrument test for the research, as well as SWOT analysis using IFAS and EFAS matrices. The results indicate a position in Quadrant I of the Cartesian Diagram (IFAS 0.95; EFAS 0.24), reflecting a favorable condition dominated by strengths and opportunities. Therefore, the recommended strategy is an aggressive (growth) strategy, also known as a Strength–Opportunity (SO) strategy, for advancing the P4GN (Prevention and Eradication of Drug Abuse and Illicit Trafficking) efforts in Kampung Muara Bahari Tanjung Priok District.

| Additional Information: | Narkoba merupakan isu global yang serius dan kompleks. World Health Organization (2024) mencatat 600.000 kematian setiap tahun akibat penyalahgunaan narkoba. Di Kota Jakarta Utara, Kampung Muara Bahari Kecamatan Tanjung Priok merupakan satu-satunya wilayah yang ter label sebagai kampung narkoba sekaligus “kantong” peredaran narkoba. Sebagai respons, dilaksanakan strategi P4GN (Pencegahan Pemberantasan Penyalahgunaan dan Peredaran Gelap Narkoba), dengan Badan Narkotika Nasional Kota (BNNK) Jakarta Utara berperan sebagai leading sector. Namun, masih terdapat permasalahan dalam pelaksanaan strategi tersebut, yakni masih maraknya kasus narkoba; kegiatan pengelolaan informasi dan edukasi belum optimal; keterbatasan Sumber Daya Manusia (SDM); serta belum tersedianya fasilitas teknologi penyadapan komunikasi. Tujuan penelitian ini adalah memberikan alternatif strategi bagi Badan Narkotika Nasional Kota (BNNK) Jakarta Utara dalam upaya P4GN (Pencegahan Pemberantasan Penyalahgunaan dan Peredaran Gelap Narkoba) di Kampung Muara Bahari Kecamatan Tanjung Priok. Penelitian ini menggunakan analisis SWOT dari Rangkuti (2014). Penelitian ini merupakan penelitian deskriptif dengan pendekatan kuantitatif dan metode analisis SWOT. Teknik pengumpulan data meliputi penyebaran kuesioner, observasi non partisipasi, dan studi dokumentasi, dengan analisis data melalui uji validitas dan reliabilitas sebagai uji instrumen penelitian, serta analisis SWOT IFAS dan EFAS. Hasil penelitian menunjukkan posisi pada Kuadran I Diagram Cartesius (IFAS 0,95; EFAS 0,24), yang mencerminkan situasi menguntungkan dengan dominasi kekuatan dan peluang. Sehingga, strategi yang tepat adalah strategi agresif (growth strategy) atau Strength–Opportunity (SO) dalam upaya P4GN (Pencegahan Pemberantasan Penyalahgunaan dan Peredaran Gelap Narkoba) di Kampung Muara Bahari Kecamatan Tanjung Priok. | |||||||||
