Abstract

The phenomenon of urban sprawl in Jakarta has limited public access to open spaces and increased reliance on private vehicles, which in turn has led to traffic congestion across various roads. To address this issue, the Jakarta Provincial Government implemented the Transit Oriented Development (TOD) policy in five areas, one of which is the Blok M – Sisingamangaraja area. The evaluation of the TOD policy in this area reveals several issues. Pedestrian access remains non-inclusive, particularly around the Blok M Terminal and Blok M Square. The Blok M Terminal is also not directly connected to the Blok M MRT Station. In addition, there are still on-street parking spaces that contradict the TOD concept, and there is a lack of affordable housing for low- to middle-income groups. This research aims to evaluate the TOD policy in the area using a descriptive qualitative method. Data were collected through observation, interviews, and document analysis, and analyzed using the Miles and Huberman model. The evaluation model used is Stufflebeam's CIPP model (Context, Input, Process, Product). The research findings show that the evaluation of the TOD policy in the Blok M - Sisingamangaraja area has not yet been optimal. Several aspects still face challenges, such as the potential of the area, infrastructure and implementation, and the development of a mixed-use area. The researcher recommends that the Jakarta Provincial Government simplify the licensing process for regional asset (BMD) management for PT MRT Jakarta and prioritize the provision of affordable housing. In addition, the reorganization of street vendors (PKL) and the search for alternative funding sources are also necessary. More inclusive public facilities such as pelican crossings, pedestrian-friendly access, guiding blocks, bike sharing systems, and dedicated bike lanes need to be enhanced to improve the comfort and safety of road users.

Additional Information: Fenomena urban sprawl di Jakarta menyebabkan keterbatasan akses masyarakat ke ruang publik dan meningkatnya ketergantungan pada kendaraan pribadi, yang memicu kemacetan di berbagai ruas jalan. Untuk mengatasi hal ini, Pemprov DKI Jakarta menerapkan kebijakan Transit Oriented Development (TOD) di lima wilayah, salah satunya di kawasan Blok M – Sisingamangaraja. Evaluasi kebijakan TOD di kawasan ini menunjukkan sejumlah permasalahan. Akses pejalan kaki belum inklusif, terutama di sekitar Terminal Blok M dan Blok M Square. Terminal Blok M juga belum terhubung langsung dengan Stasiun MRT Blok M. Selain itu, masih terdapat parkir on street yang tidak sesuai konsep TOD, serta belum tersedia hunian terjangkau bagi kelompok berpenghasilan menengah ke bawah. Penelitian ini bertujuan mengevaluasi kebijakan TOD di kawasan tersebut menggunakan metode kualitatif deskriptif. Data dikumpulkan melalui observasi, wawancara, dan studi dokumentasi, lalu dianalisis dengan model Miles dan Huberman. Teori yang digunakan adalah model evaluasi CIPP (Context, Input, Process, Product) dari Stufflebeam. Hasil penelitian menunjukkan bahwa evaluasi kebijakan TOD di kawasan Blok M – Sisingamangaraja belum berjalan optimal. Beberapa aspek masih terdapat kendalan seperti potensi kawasan, sarana prasarana dan pelaksanaan, dan kawasan mixed use. Peneliti merekomendasikan agar Pemprov DKI Jakarta menyederhanakan perizinan pengelolaan BMD untuk PT MRT Jakarta, serta memprioritaskan penyediaan hunian terjangkau. Penataan ulang PKL dan pencarian sumber pendanaan alternatif juga perlu dilakukan. Selain itu, fasilitas publik yang lebih inklusif seperti pelican crossing, akses pejalan kaki yang ramah, guiding block, bike sharing, dan jalur sepeda steril perlu ditingkatkan guna mendukung kenyamanan dan keamanan pengguna jalan.
